The border trade is a special trade form conducted in the neighboring border area,which belongs to the category of international trade. China’s border line is one of thelongest in the world, bordering on fifteen countries, which is the objective advantage inthe development of border trade. Therefore, the border trade has a long history inChina. The traditional border trade in the past is for meeting the residents’ productionand livelihood in the border area. However, now it has become diversified, scientificand technological. The border trade has become an important economic and culturalhub for China and its neighboring countries, which has promoted the development ofsocial economy and greatly improved the local people’s living standard in border areas.Therefore, the development of border trade does not only promote local economicdevelopment, but it also presents important practical significance on achieving nationalunity and frontier stability.With the increasing proportion of border trade in the national economy, it isparticularly important to implement the policy of border trade management. Since theOpening-up, in the evolution process of implementation of border trade policy, thebackground and objectives of the policy, the benefits brought by the policy and thereasons of the success or failure of the policy are deserved to study. Based on theeconomic theory, this paper systematically reviews the border trade policy since theOpening-up, analyze the characteristic and trend evolution of the policy, concludes theeconomic and social benefits brought by the policy and policy evolution and lastlypoints out the deficiencies in border trade policy and puts forward reasonablesuggestions.Firstly, this paper introduces the state of border trade development and the relatedtheories of border trade policy. Then this paper outlines the framework historicalevolution of border trade policy since the Opening-up: according to the degree ofdevelopment in the border area, the border trade policy can be divided into three stages. The embryonic stage is from the early1980s to1992; the first stage is from1992to2007; the second stage is from2007to present. Based on these stages, this paperanalyzes the characteristic of border trade policy evolution, explores the trends of thepolicy evolution and then summarizes the economic and social benefits brought by theimplementation of the policy. By the systematic review and summary, this paper triesto find out the deficiencies in the current border trade policy and puts forward somereasonable suggestions.Based on a large number of literature related to the border trade and border tradepolicy, this paper also synthetically utilizes the theories and methods of internationaltrade, regional economics and etc. and analyzes China’s border trade policy bycombining theory and practice.
