With the rapid development of the global economy and trade, the position of government procurement is even more important. The procurement entities and the source of procurement fund show that, every countries’government procurement scope and scale are increasing. GPA works as a plurilateral agreement to regulate the Parties’government procurement markets and behavior, in fact, the actual openness of every countries’national government procurement market is much smaller than its total government procurement amount. Government can reduce fiscal expenditure through government procurement, more importantly, the use of government procurement can affect the allocation of market economy’s resources. As a result, government procurement has become the most commonly used non-tariff barrier to protect domestic products in the international trade. In2007, China has launched negotiations of the accession into the GPA, which means the openness of domestic government procurement market and the adjustment of national government procurement institution. At the same time, the government and enterprises are facing the common challenge of grasping the opportunity and opening up the international government procurement market successfully.This paper aims to analyze the present situation of international government procurement market and the Chinese enterprises’international industrial competitiveness as well as their participation in the international marketo Then, the paper try to analyse the experience of some typical GPA Parties about how to open up the international government procurement market, and learn from their experience. Finally, the paper try to give some suggestions to Chinese government and enterprises, depending on the analyzing of the capbility to open up international government procurement market.
