This paper used the carbon emissions calculation method which recommendedby the2006IPCC national greenhouse gas inventory guidelines to calculate nearly adecade of CO2emissions at urumqi city. By summarizing the related theory of carbonemissions at home and abroad, this article will discharge areas into energyconsumption, carbon emissions, industrial production and agricultural production.Then calculate the sum amount of carbon dioxide emissions in urumqi, and analyzethe change of discharge areas at the time series, and use the Divisia decompositionmethod to analyze the reasons of why urumqi city carbon emissions increased year byyear.Through the above analysis, this paper reached the following basic conclusions:①carbon emissions at urumqi increasing in recent10years, the city’s carbonemissions of30.2653million tons in2011. Among them, fossil energy consumptioncarbon emissions of the urumqi accounted for65.56%for the total emissions;Industrial emissions accounted for34.3%for the total carbon emissions; Agriculturalproduction of carbon emissions accounted for less than0.1%of total carbonemissions, which almost can negligible.②although the proportion of coal,oil andnatural gas consumption at urumqi have slightly change, but the energy structureunchanged.③urumqi fossil energy consumption carbon emissions intensity is veryhigh, nearly94%of the energy consumption carbon emissions are produced by thefive high carbon industry.④Residents energy use at Urumqi emissions473600tonsof carbon in2011, including the dosage of the natural gas from9000tons in2004to2011tonnes in24000, the amount of liquefied petroleum gas (LPG) from211400tonsin2002to2011tonnes in82800.⑤transport carbon emissions was increasing trend,mainly due to the rapid growth of car ownership.⑥steel, cement and syntheticammonia at urumqi can produce10.3949million tons of carbon emissions in2011,the steel production of was the highest carbon emissions, reached7.9572million tons.⑦All landowners line caused by the rapid growth of its carbon emissions which arethe main factors of urumqi economic development., the economic development ofurumqi contribution values of the per capita carbon emissions was growing Since2008, and showed a trend of increase.⑧Today urumqi inhibitory effect on per capitacarbon emissions come mainly from the improvement of energy efficiency. Due to theenergy structure change is not big, so the energy efficiency to reduce the contributionvalues of urumqi city carbon emissions per capita is rising. A surge in its growth trendis leading to the sharp decline at urumqi in2011per capita carbon emissions of themain reasons.On the basis of the above conclusions, this paper puts forward the correspondingcountermeasures for energy conservation and emissions reduction, mainlyinclude①improve the efficiency of energy use, vigorously promote clean energy;②a djust the industrial structure, promote carbon reduction technology;③We willcontinue to implement the "coal to gas" project;④Build green traffic;⑤points area todevelop quantitative targets.
