.In the modern society of high development of knowledge economy and informationtechnology, high-tech industries are a symbol of comprehensive strength and competitivenessof an area. Industrial clusters as a kind of important role in the development of currenteconomy. It has become the new poles of regional economic development with its greatinnovation ability and economic radiation ability. Academic thought hi-tech industry clusterhas important practical significance in high-tech development.Baotou Rare Earth Hi-tech Zone is a national-level hi-tech industrial zone approved bythe state council in1992. Across the country is83national high-tech zone resources to the onlynamed high-tech zone.It is the only state-level high-tech zone to the Inner Mongoliaautonomous region. It has been formed by rare earths and their applications, deep processingof aluminum magnesium copper, high-end equipment manufacturing and modern serviceindustry of advantage industry as the leading industry cluster development model. Baotou RareEarth Hi-tech Zone development level of industrial clusters, improve the baotou rare earthhigh-tech industry cluster development path, can better realize rapid and sustaineddevelopment of regional economy, increase the baotou rare earth hi-tech zone, demonstrationand leading role of radiation.Based on the general situation of Baotou Rare Earth Hi-tech Zone and industrial clusterdevelopment situation and advantages, on the basis of research, first of all, through the CES(fixed elasticity of production function) model substitution on the accumulative effect of rareearth hi-tech zone has carried on the quantitative analysis, the results show that rare earth hi-tech zone has accumulative effect but not dramatically. Then based on the entropy valuemethod to the diffusion effect of rare earth hi-tech zone has carried on the quantitative analysis,in collecting a lot of research data, the index system into four evaluation criteria,20evaluationscheme, and according to the characteristics of the rare earth hi-tech zone, will be included in the rule layer of rare earth industry, to evaluate high-tech zone’s leading industries play a rolein the diffusion effects. The results show that rare earth hi-tech zone diffusion effect isrelatively obvious advantage but did not play a leading industry take the lead role. From theabove two models of the conclusion to find rare earth hi-tech zone development problemsexisting in the process of industrial clusters Baotou Rare Earth Hi-tech Zone industry layout isunreasonable, leading industry’s failure to take advantage of their department, independentinnovation ability is weak and so on. Finally aiming at the problems of rare earth hi-tech zone,this paper put forward a series of feasible countermeasures and Suggestions: improve theability of independent innovation, establish technology innovation system; Optimize theindustrial layout and industrial chain, giving full play to the advantages of leading industry.
