| Manufacturing productivity was among the highest in the world, and the ICT (information and communication technologies) sector and innovation played a major role in the international economic environment. The modern service industry and knowledge-based industries can become the driving force in economic growth and transformation so as to arrive at the top of value chain. The industry system needs to react to the demands of modernization, which is itself a technical influence stimulated by social regulation.In this study, it is argued that a regional approach towards the national high-tech zones, viewing the national high-tech zones as the engine of future economic growth in China, provides a well-suited device for the analysis of regional growth paths. The national high-tech zones are more a spatial concentration of resources, capital, technology, organization and management for regional development, to what extent the selective industry is the support element of sustainable development. It is argued that the choice of advantageous industries in the national high-tech zones is an effective way of the rational allocation of resources and the key of the optimization of industrial structure.We will pay less attention to the industrial research of special economic region, especially for resource-based region. So this study is to Baotou Rare Earth High-tech Zone. Section 1 gives the development experience, characteristics and problems of high-tech zones. In Section 2, the five fundamental theories are built. In Section 3, the present conditions and the SWOT for the development of Baotou Rare Earth High-tech Zone are analyzed. In Section 4, the economic theory of sustainable development system of the national high-tech zones is built. The relationship between industrial clusters and high-tech zones is expounded. Section 5 shows the analysis model with a horizontal dimension is determined. As a result the advantageous industries and the direction of industrial development are explicated in Baotou Rare Earth High-tech Zone. At the same time the cultivated measures are put forward. At the end the countermeasure and suggestion are brought forward in terms of the development of Baotou Rare Earth High-tech Zone.In this study, the main research results are obtained:1 The regional economic is combined with the industrial economic in this study. Advantageous industries possess a key role in the economic stimulation of a specific area, as a policy tool to encourage local development. The development of Baotou Rare Earth High-tech Zone can also provide a strong basis on which to elaborate a localized strategy, at least as perceived by industrial planners.2 The economic theory system of sustainable development is built in the national high-tech zones. The sustainable development path is achieved through collocating resources by government and cultivating the advantageous industries as well as the industrial clusters, which bring about the unbalanced growth. The industrial structure is upgraded.3 The analysis model with a horizontal dimension is designed. The non-ferrous metals smelting and pressing for the processing industry as well as the equipment manufacturing are advantageous industries of Baotou Rare Earth High-tech Zone. The results of the analysis are verified in according with the current perspective in Baotou. To be successful, analytical case studies show the analytical model is valid. |
