During the "10th Five -year -plan", under the circumstances of lacking of funds, technology, talents and other resources, Baotou Rare Earth Hi-tech Zone has blazed a new trail of development with the characteristics of intensification of the hi-tech industries, through the way of implementing the system innovation, structural and mechanism reform, and optimizing the allocation of resources. As a result, the Zone's comprehensive ranking of economic development has leaped forward to a middling state among the 53 national level hi-tech zones, and has become a local demonstration area for a rapid economic development and increasingly growth. Meanwhile, it also provides rich experiences for carrying on the economic development in the northwest region in China.The paper includes four parts altogether. The first part focuses on the current situation and the development of the Baotou Rare Earth Hi-tech Zone. The second part analyzes the series of innovation measures that the zone has taken during the "10th Five -Year -Plan ", such as the high efficient management system, financing system, BT mode infrastructure construction, personalized services, the entepreneuring platforms prepared for various talents, and the incubations for the hi-tech industries.In the third part, based on a summarization of the innovation measures that Baotou Rare Earth Hi-tech Zone has taken in recent years, this paper delves into the studies on the experiences has made in course of development and the problems existing in the current situation. In the forth part, according to the actual situation of the zone, the author puts forward some proposals and means to accelerate the development and cope with the existing problems.
