Research On The Mechanism And Impact Of Affordable Housing Supply On Urban Inclusive Growth

Affordable housing supply is a specific response to the concept of inclusive growth,and also an important way to achieve urban inclusive growth.Affordable housing supply,that is to say,protecting residential rights through housing distribution,is a process of resource allocation in which the government intervenes in the housing market,and is essentially an internal logic for improving social order.Both developed and developing countries have faced or are experiencing the crisis of housing shortage,as well as the resulting economic and social problems.Therefore,the research on the supply of affordable housing exists widely in the world.Studying the supply of affordable housing in China is not only a practical problem,but also a theoretical one.China has entered the stage of urbanization with the main objective of sustainable development,and the problem of the residence of migrant population has received unprecedented attention.The large-scale supply of affordable housing has become an important means to solve the housing problem of migrant population.After years of development,the supply of affordable housing has played an important role in promoting the harmonious,stable and healthy development of China's economy and society.However,in practice,it also faces many difficulties.The problems in practice originate from insufficient theoretical research on the supply of affordable housing.Most of the existing studies are based on the specific practice of housing problems,and lack of interpretation based on urban system and connection with international classical theories.Therefore,on the one hand,this paper puts China's affordable housing system into a broader scale,and analyses the internal relationship between affordable housing supply and urban inclusive growth.On the other hand,combining with China's national conditions and specific historical stages,this paper makes an in-depth interpretation of the supply effect of China's affordable housing in line with the Chinese context.It is of great significance to study the supply effect of affordable housing based on the urban level.The urban government is the main body of implementing the allocation of housing resources,and has full initiative in the supply.The supply policy of affordable housing is directly related to the change of urban population structure.Therefore,the policy direction reflects the orientation of urban government for urban development.Faced with the multi-objective and internal conflict of the supply of affordable housing,we can not help to re-examine the theoretical basis of the supply of affordable housing.In practice,what effect does the supply of affordable housing have on urban inclusive growth? Under the guiding principle of new urbanization,how to further improve the housing security system? Therefore,this study is committed to improving and expanding the existing research framework through theoretical retrospect,and empirically analyzing the impact of the difference in the supply of affordable housing on urban development,hoping to provide reference for the formulation of affordable housing policy in the process of new urbanization in China.The main body of this paper is divided into three levels,according to the logic of theoretical analysis-empirical test-policy recommendations.The concrete structure is as follows: The first layer is the theoretical layer,which aims to carry out theoretical analysis and develop a new research framework,including chapter 2 and chapter 3.Chapter 2 reviews the domestic and foreign research progress on affordable housing supply,in order to understand the current situation and limitations of the research in this area.In chapter 3,through the analysis of the theory of urban inclusive growth and the derivation of the dynamic model of housing and urban housing market,the logic of the impact of affordable housing supply on urban inclusive growth is discussed,through it,a suitable research framework is developed in the context of China.The second level is the law level.The purpose is to explore the general law of the effect of housing supply on urban development through empirical test,including chapter 4,chapter 5 and chapter 6.Chapter 4 carries out empirical research from the urban dimension,compares the differences of the supply of affordable housing,in order to observe the general law of the influence of the supply of affordable housing on urban development.Chapter 5 takes Chongqing as an example,carries out empirical research on the dimension of urban residents,examines the impact of affordable housing on residents' willingness to live and consumption,and explores the micro-basis of the impact of affordable housing supply on urban development.Chapter 6 combines theoretical reflection and empirical research results,and uses simulation experiments to simulate the impact of affordable housing supply policy and population control policy on urban development.In response to the theoretical analysis of the preface,this paper analyses the transmission mechanism of the impact of housing supply on urban development under the new theoretical framework.The third layer is the observation layer,which aims to provide reference for the formulation of housing policy in the process of new urbanization in China,including Chapter 7.Chapter 7,based on the two enlightenments from the simulation experiment,proposes the policy orientation of affordable housing supply to promote urban development with the logic of housing structure balance and humanland balance respectively.Based on the above three levels,this paper puts forward the improvement of the theoretical framework of affordable housing supply research,analyses the mechanism of affordable housing supply on urban inclusive growth,empirically tests the effect of affordable housing supply on urban inclusive growth,and brings forth a proposal on the policy guidance of affordable housing supply to promote urban inclusive growth.The main results and conclusions of this paper are summarized as follows:(1)Through the comparison of domestic and foreign research on the supply of affordable housing,it is found that the stage of urbanization is an important index for deciding the supply policy of affordable housing.Along with the development goal of urbanization in China to improve the quality of urbanization,urban-rural integration and sustainable development,the theoretical framework of housing supply research will also change.Its economic effect has changed from the original investment in affordable housing construction to the role of affordable housing supply in stimulating domestic demand.Meantime,its social effect has changed from maintaining social stability to promoting the social integration of migrants,so as to form the goal synergy of social integration and economic growth.(2)Based on the ideology of the new-type urbanization strategy,the research framework of the integration of citizenization and domestic demand is constructed in the context of China.Affordable housing supply not only provides housing for migrants,but also provides the environment for them to integrate into urban life,so as to stimulate domestic demand,help the development of urban industry,and promote inclusive urban growth.The framework of integration of citizenization and domestic demand provides ideas for understanding the effect of affordable housing supply on urban inclusive growth.(3)Empirical research shows that the supply of affordable housing promotes urban inclusive growth by stimulating urban domestic demand and implementing the citizenization of migrants.The quantity and object of supply of affordable housing have a significant impact on urban inclusive growth.From the perspective of domestic demand,the effect of guaranteed housing supply on urban inclusive growth can be understood as prosperity effect and inclusive effect.The increase in the supply of affordable housing contributes to the prosperity and inclusiveness.From the perspective of citizenization,the supply of affordable housing should exert the integration effect and consumption effect on the migrants,which is more conducive to urban inclusive growth.(4)The inverted U-shaped curve of urban living conditions was observed through scene simulation of real system.Urban agglomeration effect brings about the continuous growth of urban population,however,the housing supply is limited by land,so in the long-term,urban living conditions will appear a turning point.Further policy simulation experiments show that the combination of population control policy and affordable housing policy can promote urban inclusive growth more effectively.According to the Enlightenment from the simulation experiment,this paper puts forward the policy of affordable housing supply guided by the balance of housing structure and land.
