Research On Expressway Management Module Based On The Scope Of Public Governance

At present, expressway is one of the most important transportation infrastructure inChina, its healthy development not only make people travel more convenient, but alsopromote China’s economic growth, which is a measure of an important symbol of nationalstrength and the degree of modernization. With the growing expressway mileage,expressway’s degree of mercerization is deepening, public service, the continuousimprovement of the democratization of voices, at this stage, government regulation modecannot guarantee expressway sustained and healthy development, thus it is in need of reform.Public governance theory is one of the forefront of today’s social science theory. In theend of the20th century, this theory is widely used in study and practice of the field of thepolitical development and administrative reform. The core idea of the theory of publicgovernance is that in addition to government, we also need introduction of non-governmentalorganizations to participate in the governance of public governance, in order to seek agovernment, market, social trilateral interactive relationship. This document is intended tointroduce the core idea in the public governance theory to the expressway management modereform, and explore suitable management mode of expressway development at this stage.Firstly, our research starts from the expressway of government regulation, a clearpurpose and meaning. Then on the basis of analysis of the expressway the regulatory statusquo, for this stage expressway government regulation mode showing drawbacks, both fromthe internal government and external analysis. Secondly, the key point of public governancetheory are summarized, and the expressway to the implementation of public governancemodel applicability. Obtained by analyzing public governance theory can be applied to theexpressway management mode reform this conclusion. Finally, through combination of theactual situation of the expressway and its own characteristics at this stage, clear governancebody and play functions, to build a expressway governance model set of a government-led,with the third sector, the market to give full support and proposed appropriate safeguards.This paper argues that mutual supervision cooperating with each other can not onlyimprove regulatory efficiency, but also reduce government rent-seeking and help to solve the problem of asymmetric information. I hope that this study can provide a new perspective forthe reform of China’s expressway management mode, prompting the expressway sustained,rapid and healthy development.
