Study On The Emission Trading System Of Shaanxi Province

Since the1980s, as China’s rapid economic development, Energy shortages, air pollution,ecological degradation, and other kinds of environmental problems have been emerging.Shaanxi Province is rich in resources, and located in the central north. Following theimplementation of the western development strategy, Shaanxi’s economy gained rapiddevelopment. Along with the economic growth rate has accelerated markedly, High energyconsumption and high pollution industry have been booming. For example, heavy chemicalindustry bases development and processing of raw materials. High energy-consumingindustries investment growth accelerated markedly included nonferrous metals, electric power,petroleum, petrochemical, building materials, chemicals, and so on. But, at the same time, dueto excessive exploitation of natural resources, environmental damage is worsened and suddenenvironmental pollution is increased, environmental disputes have occurred. The cost ofresource consumption and pollution brought many difficulties for the province’s energyconservation work. In order to achieve the coordinated development of economic and socialand ecological environment protection, how to learn from Western economic theory, andcombined with the actual situation in our province, to formulate a set of effectiveenvironmental and economic policy. It is the problem we need to be urgently addressed. As aneconomic measure for environmental management based on market, Tradable EmissionPermit System (TEPs) is conducive to the development of low-carbon economy and circulareconomy. Shaanxi province has taken the SO2emission permit auction in June2010for thefirst time, so it is necessary to take theoretical and practical research on it.The paper stands in the environment administers angel, it takes environmental economicsand systems theory as study tools, carried out a systematic analysis of the scarcity of externaleconomic theory and cited the current development of domestic and international emissionstrading, puts study on current state of Shaanxi tradable emission and problems, then itproposes to construct Shaanxi tradable emission permit system. The purpose of this article isto solve the problems occurred tradable emission permit in Shaanxi, such as administrative domination and initial uneven distribution and trading market imperfections. In the last, learnand absorb the outstanding achievements of domestic and international emissions trading, toestablish a scientific and stabilized system, all these can provide references in makinggovernment policy. In the end, we summarize all the work in this paper.
