According to the micro data from Suzhou and Wuhan,utilizing non-experiment datapolicy effect assessment theory and demonstration research method,and taking fullyconsideration of heterogeneity and selection deviation,the thesis improves the equation ofreturn in Mincer which is created and promoted by Mr. Mincer,determines the effectparameter under the selection deviation,and estimates the effect of land acquisition onpeasant income,with the help of MTE model. The research reveals: under the condition ofdecentralization decision-making,peasants with economic rationality choose whether tolend their lands according to comparative advantage. The effect of land acquisition toincome varies depending on different people. Taking into account of Heterogeneity andSelection-Bias,the estimated average policy effect of land acquisition on peasants ispositive12.8percent, however negative selection deviation (-9%) proves that landacquisition unequally impacts the peasants with different family economic conditions.Land acquisition will become more efficiently by paying more attention to thecompensation difference and the harmony between the exchange of work force and land aswell as increasing compensation instead of simply improving allocation proportion ofvalue-added income. Following are the specific measures: Firstly, to refine differentiationindex of compensation to establish a differential compensation system of labor and capital.Secondly, to encourage farmers to participate the land acquisition and make the policyabout land acquisition more transparent to establish system of guaranteeing minimum lifeof land-lost farmers in the principle of promoting development of farmers. Thirdly, torealize the agency integration of land management and development of farmers and makethe latter keep in step with land urbanization. Lastly, to strengthen the rural landmanagement and standardize the urban and rural land market, induce the normal flow ofland value increment income in urban and rural areas to realize the synchronouscoordination between the land and labor.
