The problem of increasing peasant income is the core of peasant problem. In recent years, for various reasons, the peasant income has been in a state of slow growth. The paper decided to take the subject about how to increase peasant income as the object for analysis and study, hoping it helpful to increase peasant income.Recently, the countries has not levied the agricultural taxes, and is promoting the building-up of a New Countryside in China, the macroeconomic conditions have already been ripe for increasing the peasant income. At the critical period of Economic and Social transformation, it has the great responsibility and the great significance for us to explore how to increase peasant income. As for the characteristics of improving peasant income, the methods of the comparative analysis, the combination of qualitative analysis and quantitative analysis are used in this paper, First, the paper expounded on the basic theoretical knowledge of public policy, summed up the agricultural development experience of United States, the European Union and Japan. On this basis, the paper studied the reasons caused to slow peasant income according to the public policy perspective. Of all the reasons, the problem of not carry out the public policies and the irrational distribution of public services are main reasons.Second, the paper analyzed the current policies connected with peasant income, such as the registration system, land policy, the policy of cross-out-the-poverty, resource allocation, policy of reducing agricultural tax, the policy of the rural infrastructure building, and the management policy of agriculture industrialization, and the policy of promotion of agricultural technological innovation. This paper attributed various constrained reasons existed in the process of implementing the policy to the political and economic factors, focused on the problems turned up after of reducing agricultural tax and the impacts on peasant income, as to these problems, the paper put forward some countermeasures.Finally, to solve the problem of improving peasant incomes, we should not only base on the present, but focus on future. We should follow the overall planning for urban and rural economic and social development, seek the development socio-economic integration of urban and rural, establish a long-term mechanism for promoting sustained growth of peasant income.
