With the rapid development of urbanization, brownfield problems are increasinglyprominent. The contradictions and conflicts are becoming aggravated because of largeareas of brownfield exist as well as insufficiency of urban land. However, it is a greatchallenge for policy makers to activate brownfield effectively and use them rationally.Brownfield redevelopment process involves many stakeholders which involves differentdecision-making behaviors and even the situation of "prisoner’s dilemma". On the basis ofdecision-making process, we analyze and summarize the inherent laws of the gamebetween stakeholders, and provide decision support for government’s policy to resolve thedilemma between them.First, we describe the theoretical foundation and related literature review. Throughliterature and policy survey, we identify the elements affecting decisions of stakeholders.Then, based on game theory, we select the government and developers as the main objectof study. Decision-making environment is built with seven key factors, such asresponsibility for the pollution, government support, governance risk, public participation,value-added benefits of the project, achievements and brand value, utility, strengthinfluencing opponents decision-making. We conduct empirical analysis with joint analysisand questionnaire survey. As a result we conclude four factors which play an importantrole for the government and developers to reach a Nash Equilibrium in the redevelopmentof brownfield: the division of polluting responsibility, support from the government,value-added benefits of the project, achievements and brand value of the utility. Afterregression analysis of the results we sum up a series of theoretical outcome. Finally,brownfield redevelopment policy recommendations are put up correspondingly.
