Under the guidance of research status and the related theory at home and abroad, thispaper looked housing government financing models of China’s first-tier cities as researchobject. Combining with first-tier cities’ housing situation, this paper built low-costhousing government regulatory financing model. Based on relevant facts and figures ofBeijing, this paper analysed the effectiveness of housing balanced fund to low-costhousing qualitatively. According to the characteristics, this paper adopted several kinds ofresearch methods such as literature review, Internet, the qualitative and quantitativeanalysis, the empirical analysis.First of all, in order to make theory basis for the whole article, this paper expoundedand summarized the domestic and foreign scholars’ research status quo of housing andreal estate market regulation, and briefly introduced concepts and theory related tolow-income housing government financing models.Secondly, this paper analysed the housing condition and low-cost housinggovernment financing models of first-tier cities, which make the necessary facts for thelater. According to the analysis of the whole housing area, this paper found the status ofhousing demand imbalances, injustice, the problems and its’ causes.Finally, which is the core part, namely, the construction and empirical analysis oflow-cost housing government regulatory financing model. This paper details low-costhousing government regulatory financing model composed by housing balanced fund fromdefinition set principle, utility and advantages. Combining with the relevant facts andfigures, this paper analysed the utility of housing balanced fund of Beijing to prove itsapplication value, and put forward suggestions on low-cost housing governmentregulatory financing model.
