Problems And Solutions Of China's Housing Fund System

Housing accumulation fund system in China was a compulsory and mutual-aidlong-term saving system, which was founded to deal with the housing problemsfollowing the reform of housing system. With the development over20years, thesystem has been operated in the fundamental normalization and institutionalizationtrack to play a positive role in improving the housing status of town dwellers.However, it has been facing many problems, its reform is necessary.This thesis introduced the concept, characterization, and present status of Chinahousing accumulation fund system at first, and summarized its developing stages.Then the existing problems in the system of China housing accumulation fund werepointed out, based on the deep analysis and study into the data of housingaccumulation fund in Beijing, Shanghai and Yunnan province, and the achievement inauditing of housing accumulation fund. The present problems found out were coveredin system designing, supervision, and system operation. The problems in systemdesigning were, namely, imperfect law system, invalid administration, unclearlypositioned administration centers, and interest-damaged for lower incomers in thepolicy of low-deposit-low-loan policy. In the supervision, problems were as imperfectsupervision system, weakness in internal supervision, lower transparency ofinformation, and disunity of information systems. The problems found in the systemoperation existed in narrow coverage of housing accumulation fund, transfinitedeposit of housing accumulation fund, lower efficiency in fund operation, illegalloans, and potential hazard in the safety of information systems. Additionally thisthesis introduced the central accumulation fund in Singapore, contracted savingsystem for housing in Germany, and national housing fund in South Korea. At thesame time revelation from the systems of the3countries mentioned above wasprovided. Finally suggestions were made to improve China housing accumulationfund system in system designing, supervision, and operation. It was proposed to perfect law and regulation system, improve decision-making system of administration,clarify the positioning of administration centers, and adopt the interest policy ofhigh-deposit-low-loan, in supervision to perfect supervision system, strengtheninternal supervision, improve information transparency, and found administrationmanagement information system, as well in policy operation to enlarge the coverage,control deposit ratio and base, broaden fund-usage channels, heighten loanmanagement, and consummate the information system.
