Tibet is located in the southwest border of the motherland, thespecial natural environment, climate conditions, of district3.033million,of which the male population of1.5529million people, the femalepopulation is1.4801million people,75.9%of the total population in thepastoral areas of population, about2.2million. Faster and slowerpopulation growth of income growth, and backward infrastructureconstruction is the main problem facing the Tibet autonomous region.Pastoral areas of Tibet medical system is based on free health caresystem, the reform and opening up30years, with the improvement of theTibetan people’s quality of life and the population increased year by year,Tibetan pastoral areas of demand for health care are also constantlyimproving, and an accompanying widening range of medical and healthservices, but the government free health capital has gone far can not meetthe needs of basic medical and preventive health care. In1993promulgated the "interim measures for the administration of autonomousregion free medical treatment" specified in the Tibet autonomous region(city), county level finance for farmers and herdsmen public free medicaltreatment special funds per person per year. In1997, according to thedecision of the central government on health reform and development, the Tibet autonomous region is put forward based on free medical care andpastoral areas cooperative medical care system, in September the sameyear the Tibet autonomous region proposed the establishment anddevelopment of cooperative medical care pilot principles, measures, etc.2003"interim measures for the administration of Tibet autonomousregion free medical health care system to cover all the farmers andherdsmen in the specified farmers and herdsmen, further perfecting themedical security system of farmers and herdsmen on the basis of freemedical treatment. Tibet is in the southwest of the motherland, poor infrastructure, health construction starts late, pastoral areas farmers and herdsmen"difficulty and high cost of treatment, because of sickness poor, Chinesedue to illness" phenomenon is very serious, the village and herding areato further establish and perfect the medical security system, to guaranteethe farmers and herdsmen smoothly, improve the quality of the sanitaryconditions of the pastoral areas, go to a doctor.The second chapter on defining the related concepts and the relatedtheory in this paper. Mainly introduces the medical security, medicalsecurity in cities and towns, rural medical security and Tibetan pastoralareas related concepts of health care and public goods theory, humancapital theory, fair theory of efficiency.The third chapter analyzes the present situation of medical securitysystem for farmers and herdsmen; The medical security systemconstruction achievements, the development of the tibetanmedicinereviewed; Farmers and herdsmen to farmers and herdsmen cooperativemedical results and existing problems of analysis.Chapter4in Shanghai, shandong, xinjiang and other provinces areaof rural cooperative medical results are analyzed and compared, thevillage and herding area of Tibet agriculture herdsman of cooperativemedical care system to further improve access to draw lessons from theexperience.The fifth chapter puts forward the policy Suggestions to perfect the medical security system of the village and herding area of Tibet, such as:strengthen medical security system, improve the farmers and herdsmenTo further improve medical and health service system; To enhance thequality pastoral areas medical talent team construction; Popularization ofmedical knowledge and improve the farmers and herdsmen level.Inheritance and development of the tibetanmedicine industry.
