Problems And Countermeasures Of Leshan City Faces Poverty Alleviation And Development Of Small Liangshan Yi In Poor Areas

The poverty-stricken area of Yi-people in Minor Liangshan Region of Leshan is a settlement of Yi people. Under the direct of the Communist Party, the life in the area has entered socialist sociality directly from slave society with one great leap over a millennia, and has witnessed earth-shaking social and economic changes. Since the reform and opening up, particularly in recent years, the Party Committees and governments of the area have executed a great number of poverty alleviation projects driven by the scientific outlook on development, which have obtained good results. As is specified in the report of the Sixteenth CPC National Congress, it is planned to complete the goal of building a well-off society in an all-round way by2020. In face of new circumstances, new stages and new tasks, the poverty alleviation and development progress shall be accelerated and intensified to drive and promote the scientific development of the area, which is of significance in building a well-off society in Leshan.In combination of the studies on poverty alleviation and development both at home and abroad, and based on the principles of these studies, the principle of systematicness, scientificalness and operability, as well as current status of the poverty-stricken area of Yi-people in Minor Liangshan Region of Leshan. In the paper, the poverty alleviation work in the area has been analyzed comprehensively to find out existing problems and difficulties in the process, provide the experience on poverty alleviation for the reference of other regions, and come up with corresponding countermeasures and advices for the better performance and effects of the poverty alleviation work in the area, which mainly include:increase in investment with the focus on support industry, promoting the development of special industry, enhancement of education industry with the focus on competence and promotion of mass quality of teachers, intensification of construction with the focus on prevention and control and progress of health service, scientific planning and coordinated development, great progress of traffic construction, enhancement of planning with the focus of breakthrough, acceleration of construction of new countryside, intensification of people-oriented services, active development of labor economy, severization of procedures and regularization of administration, and improvement of rural social security system.
