Research On The Sustainable Poverty Alleviation Mechanism In Poverty-stricken Area

In recent years,with the further implementation of the national poverty alleviation and development strategy,the poverty alleviation policy has been gradually implemented,a great quantity of poverty-stricken counties and villages "take off their hats" and withdraw,regional overall poverty has been greatly alleviated,and has been comprehensively solved by 2020.During the process,the poor population in poverty-stricken counties and villages gradually "broken into parts",become Ikebana-like Arrangement Poor Population,and the area where they were before become Ikebana-like Arrangement Poverty-stricken Areas.Compared with the Concentrated Contiguous Destitute Areas,Ikebana-like Arrangement Poverty-stricken Areas have a relatively higher level of economic development,the boundary between poverty and non poverty is vague,the poor population is smaller,but more scattered,the external manifestation of poverty is hidden,the causes of poverty are more complex.And due to less investment from the state,they are more difficult to get rid of poverty,as a result,the effect of poverty alleviation is not obvious,which may affect the overall revitalization of rural areas and the realization of common prosperity.Objectively,it puts forward the realistic demand for establishing the mechanism of sustainable poverty alleviation in Ikebana-like Arrangement Poverty-stricken Areas.For this,some explorations and attempts have been made in various places,but on the whole,the attention and understanding of Ikebana-like Arrangement Poverty-stricken Areas is relatively late in our country,the poor population foundation,the complex causes of poverty,the lack of systematic and targeted poverty alleviation and development policies,lead to uneven quality and efficiency of poverty alleviation.This paper takes Da’an District of Zigong City as an example,sorts out relevant concepts and theoretical methods,refer to the experience at home and abroad,including poverty alleviation and development,and the exploration of sustainable poverty alleviation in Ikebana-like Arrangement Poverty-stricken Areas,comprehensive use of field research,home visits,comprehensive analysis and other methods;combs and summarizes the process and experience of poverty alleviation and development in Da’an district,and analyzes the difficulties and problems faced by the sustainable poverty alleviation:Including the imperfect early warning and monitoring mechanism,the lack of viable capacity of the poor,the lack of continued revenue growth,the inadequate poverty prevention and security system,the imperfect multi-dimensional collaborative participation mechanism,and the performance appraisal mechanism with deviation.In view of these difficulties and problems,this paper puts forward suggestions on optimizing and constructing a mechanism of sustainable poverty alleviation in Ikebana-like Arrangement Poverty-stricken Areas:Including establishing dynamic monitoring and supporting mechanism for poverty reduction,establishing mechanisms to improve anti-poverty capacity,deepening mechanisms to integrate into the market,improving the anti-poverty guarantee mechanism,building a multi-party linkage mechanism,and improving the performance appraisal mechanism.The difficulties and problems of sustainable poverty alleviation in Da ’an district are universal in Zigong City,the relevant suggestions put forward in this paper can help Da’an District consolidate and expand the key achievements in poverty alleviation,improve the mode of poverty alleviation and development,establish a mechanism for sustainable poverty alleviation,improve the production and living standards of the poor,and promote the effective connection between follow-up poverty alleviation and development with Rural Revitalization.At the same time,it has a certain reference value for Zigong City to promote poverty alleviation and rural revitalization.
