Research On The Financial Support For Poverty Alleviation In Funiu Mountain Poverty-stricken Area,Henan Province

During the“13^th Five-Year Plan”period,the Party Central Committee put the fight against poverty into a prominent position in governing the country,and takes poverty alleviation as the bottom line task and landmark indicator for building a well-off society in an all-round way.Poverty alleviation is the first livelihood project at this stage.It is the focus of all current work.As the economic lifeline,financial system has responsibility of supporting the poor.From the current poverty alleviation situation in China,we must focus on solving regional overall poverty to ensure the poor and poverty-stricken areas will enter a comprehensive well-off society by2020.Funiu Mountain has jurisdiction of 18 counties,including 16 poverty-stricken counties.It is the most impoverished area which is the key for poverty alleviation and development in Henan Province.Therefore,it is necessary to study the financial support of the contiguous poverty-stricken areas to accurate poverty alleviation on Funiu Mountain in Henan Province.In this paper,the distressed area of Henan Funiu Mountain with the poor poverty is used as the research object.By explaining the connotations of financial poverty alleviation,the theoretical foundation of this study is laid.Also,the progress of financial poverty alleviation in the distressed area of Henan Funiu Mountain is revealed from poverty rate,incomes and consumer spending.Based on it,Lushi,Yexian County and Lushan County are chosen as the research objects to deeply analyze“Lushi Mode”,“Yexian County's Mode”and Lushan County's poverty alleviation with reloan”.Also,mature experience is summarized,such as financial services,rural credits,industrial support,financial control system,reduction of financing costs,integrated development of insurance,funds,credits,and finance,as well as construction of mutual funds,and development of villages'collective economics.Even if the poverty alleviation credit is present in the blowout development under the operation of these modes,there are still some problems,such as financial environment to be optimized,shortage of agricultural insurance products,low-income family's loan rate to be improved,awareness of active repayment to be improvement and imperfect financial anti-poverty funds.At last,by combining with practice situations in Lushi,Yexian County and Lushan County and targeting at problems in accurate poverty alleviation of finance,the author proposes the corresponding policy suggestion,including improve financial service environment,enlarge innovation of financial products,perfect rural credit system,construct the risk safeguard supervision mechanism,and reinforce poverty alleviation of financial institutions.
