A Comparative Study Of "capable People Leading Type" And"enterprise Leading Type " Farmer Professional Cooperatives

The household contract responsibility system has greatly stimulated the enthusiasmof farmers’ agricultural production, which has solved food and clothing problem.Withthe development of market economy, the contradiction of “small farmer” and “bigmarket” is becoming more and more serious, how to make farmers adapt to thedevelopment of market economy, realize the income increase, how to solve theseproblems has became the most concerned issue for the government and farmers. Thefundamental problem of agricultural production is the productive forces andproduction relations, the current single family agricultural production mode isn’tadapt to the development of productive forces. The union of the same producers basedon the household contract system, i.e. professional farmers cooperatives become theproper organization form adapt to agricultural production and the development of themarket economy. By the end of2012, farmer professional cooperatives onlyregistered in the State Administration for Industry and commerce has reached689000,among so many cooperatives, cooperatives organized by capable people andcooperatives organized by leading enterprise are in bright spot, and also occupy alarge proportion.This paper firstly defines the research object and describe some relative theories,and summarizes the development condition of these two types of cooperatives andcooperatives, based on the three levels of the formation mechanism, organization andoperation and performance, this paper analyzes and compares the two types ofcooperatives.This paper hold the ideas that the generation of the two types of cooperatives arerational and necessary in economics; the two types of cooperatives are distinctive，also have practical value; the two types of cooperatives have different adaptiveconditions and development trends.This paper holds that the development measures can be taken from the followingaspects: targeted government supports to promote the two types of cooperatives;strengthen external supervisions of the two types of cooperatives; enrich cooperatives’services, improve service quality; the implementation of brand strategy, enhance the core competitiveness of professional cooperatives.
