The "three rural tasks" relate to Chinese urban and rural development, economicrestructuring and upgrading, social stability, people’s wellbeing improvement, China’soverall national strength enhancement and a series of major problems. The people are themost important and the most active factor in the productive, in order to solve the "threerural tasks", the first thing to do is to train and shape a group of educated,skilled,operated new farmers. No.1Central Document in2013clearly pointed out that:Science and technology is the fundamental way to achieve sPicture sustained agriculturaldevelopment and to ensure long-term effective supply of agricultural products. Thisfurther clarifies the important position of agricultural science and technology training inChina’s economic and social development.With the development of market economy, farmer specialized cooperatives hasbecome an important organizational form of the agricultural production and operationintensification. As a new agricultural production and management, farmer specializedcooperatives plays a significant role in agricultural science and technology training. Inrecent years, the advantages of this highly efficient new cooperative increasinglyprominent in agricultural science and technology training, but there are some problemsneed to be solved. Therefore it is necessary to research the agricultural science andtechnology training with the farmer cooperatives carrier under the currentsocio-economic conditions. This study provides perspective and planning policyreference to further improve farmers’ cultural quality and solve practical problemsencountered in science and technology training within farmer cooperatives.This article theoretically bases on the theory of farmers, the theory of humanresources in rural area, the theory of equilibrium between the supply and demand, andMarxist theory. The methods adopted in this research are literature research method,on-the-spot investigation and measurement and statistic method. Based on a large amountof references and materials, questionnaires were distributed to the managers and commonfarmers from Guihe Cow Specialized Cooperative at Xiangyang village, Puhe district,Xushui county, Baoding, Haisen VegePictures Service Farmers Specialized Cooperative at Tangxian County, Zhenxing Livestock Farmers Specialized Cooperative at DingxingCounty and four other cooperatives, in order to investigate the development oftechnology training of the farmers inside the cooperatives. The data from thewithdrawn questionnaires were analyzed by statistical software, focusing on the indexesof objective, content, fashion, capital, institution, teachers and supply-demandrelationship about the farmers’ participation in the technology training. After analyzingthe pros and cons of our present agriculture technology training mode, which relies onthe agriculture cooperatives, a new model of technology training of the farmers based onthe farmer specialized cooperative is proposed. Need to further improve the relevantpolicies and regulations; establish farmers training multi-supply mechanism; improve thetraining facilities;raise the teachers’ ability;determine the instruction content from thereality; select teaching methods flexible. This research points out this new mode is thekey role to solve three rural tasks; promote agricultural production and farmers’ income.This new mode is worthy of further exploration and research.
