The civil aviation of china has made large progress since the reform and opening-up, at the same time, the jet fuel increased at an annual average of more than10%in recent years. Because international oil price increase rapidly, the cost of jet fuel has increased to40%of the total cost of airline companies. People are paying more attention to this problem. In2003, the British Government primarily proposing the concept of "low-carbon economy" which will be the key factor to promote world economy development and international politics. Low carbon economy is a mode which contains low pollution, low emission and low power consuming, so it emphasizes effective utilization of all kinds of energy and development of alternative energy. The emission problem of aviation is getting a wide attention from public for its high increasing speed and internationalism. With European Union putting the aviation industry in its Emission Trading Scheme(ETS), all the airline companies in the world are exploring ways of low carbon development to confront the huge cost pressure posing by this measure. It is a trend that airline companies should lead a way of low carbon economy development, because the one who can lead the way in low carbon economy development can keep core competitiveness in the future. The Chinese government committed to quantified emissions reduction targets to the world on the Meeting in Copenhagen, greenhouse gas emissions per unit of gross domestic product can be reduced by40%-45%compared to2005. In order to help relieve cost pressure by EU ETS and to promote national low carbon development strategy, we must explore low carbon development of civil aviation positively and insist on Corporation Social Responsibility (CSR), taking measures to save energy and reduce emission for a green civil aviation in the background that the government call on everyone to build a resource-conserving and environment-friendly society.However, there are few researches which are thorough about low carbon development of civil aviation in China,most of these researches which are generally about explanation of EU ETS don’t contain comprehensive and effective advices. The paper describes current situation of low carbon development of civil aviation as a starting point which refers to the analysis of its feasibility and necessity to find technical factors and organizational factors restricting low carbon development of civil aviation. The paper also explains evolution and development of international climate policy and how the recent change of international climate policy could influence aviation in China. The paper describes the development and obstacles of aviation from three aspects of airline company,airport and aviation traffic management. Moreover,the strategical planning and practice of EU and USA with the technology roadmap from IATA are introduced. The paper gives some advices from both microcosmic aspect and macroscopical aspect to civil aviation in China according to international experience and national condition in China.
