Enhance Policy Research Capability Of Independent Innovation Yangtze River

Thirty years of reform and opening up, the Yangtze River Delta region’s economic development level has been at the leading position in the country, the level of independent innovation is also in the forefront of the country, but compared with the developed countries of the world, independent innovation is still low level of the Yangtze River Delta region. The Yangtze River Delta region to implement the scientific development of the central ideas, to achieve sustainable economic development, to continue to maintain the leading position in the national economic development, we must further enhance independent innovation ability and level.At present, the Yangtze River Delta economic circle is composed of parts of Shanghai, Jiangsu, Zhejiang and Anhui City, the scale has been expanded to30. For historical comparison, this research is only limited to the traditional sense of the Yangtze River Delta region, including Shanghai, Jiangsu, Zhejiang Province.The Yangtze River Delta economic strength, scientific research institutes, colleges and universities are more, has the independent innovation environment. Over the past10years, Shanghai, Jiangsu, Zhejiang investment in independent innovation is increasing, but there are still technical resources scattered layout, scientific research institutions and lack of effective communication and exchange, and the independent innovation of the lack of inadequate investment in R&D and innovation talents.According to "demand leads to innovation" theory, international technology diffusion, the scale of market demand, rising wages, income gap, R&D investment are main influencing factors of a regional independent innovation ability and level. Based on the analysis of the status of independent innovation in Yangtze River Delta, the Yangtze River Delta region panel data of three provinces during1999-2011, the knowledge production function model, the empirical analysis of the main factors affecting on the independent innovation of the Yangtze River Delta region. The main conclusions of empirical analysis is:R&D investment has significant effect on independent innovation, and the larger contribution, this shows that the independent innovation of the Yangtze River Delta region the main driving force is the R&D investment itself; independent innovation international technology diffusion of FDI channels and the Yangtze River Delta region showed a significant negative correlation; the export of independent innovation in Yangtze River Delta area has obvious inhibiting effect; total wages of staff and workers on the independent innovation has almost no significant effect.Combined with the developed countries, the results of empirical analysis and the United States, the European Union, Japan and other experiences, the Yangtze River Delta region can be adopted to improve the quality of education, the establishment and perfection of the senior talent introduction system, support enterprise R&D team training, continue to increase investment, improve the R&D activity of the technology business conversion rate, continue to promote economic opening level policies and measures, to further enhance the capability of independent innovation.
