Establish The Independent Innovation Cooperation Mechanisms Between Hefei And The Cities Of The Yangtze River Delta

In the context of today’s economic globalization, independent innovation is thedriving force of a regional economic development, regional cooperation is a guaranteeto promote the economic development of a region, and the establishment of regionalindependent innovation cooperation mechanism is an important form for realizingregional economic integration. Hefei, the capital city of Anhui Province, is one of thefour major national science and education base. And as the central city of thecomprehensive reform pilot area for independent innovation of Hefei, Wuhu andBegum, Hefei has extensive experience in scientific, technological and managementsystem innovation. Though currently, Hefei’s independent innovation capability hasbeen gradually strengthened, there is still a considerable gap between the cities ineastern and central China, especially the neighboring Yangtze River Delta. Therefore,it’s particularly important to build an independent innovation cooperation mechanismbetween Hefei and the cities of the Yangtze River Delta, establish a regional economiccooperation between Hefei and the Yangtze River Delta, and then integrate into thePan-Yangtze River Delta economic circle.Firstly, this essay summarizes and analyzes the research of independentinnovation theory at home and abroad, and the theory of regional cooperationmechanisms, and puts forward the definition of independent innovation based on thetechnological and institutional innovation. Then elaborates the related theory, whichprovides a theoretical basis for the study of this essay.Secondly, this essay analyzes the current situation of independent innovationbetween Hefei and the cities of Yangtze River Delta. According to the systematic,operational, scientific and comparable principles, the author selects nine indicatorsincluding human resources, science and technology funds，and using factor analysismethod to establish the evaluation system of the independent innovation cooperationstrength between the city of Hefei and the Yangtze River Delta region. The resultshows that:(1) there is a big difference between the cities about the independentinnovation comprehensive strength;(2) the difference between the cities about theconstitution of comprehensive strength is obvious;(3) the independent innovationcomprehensive strength of the city of Hefei is obviously insufficient.In the end, it is suggested in this thesis that a mechanism for the exchange andco-sharing of the independent innovation resource and the mechanism for theexchange, cooperation and nurturing of the independent innovation talents, a security system for the fund of the independent innovation cooperation be established, thebuilding of the intermediary agent for the cooperation of the independent innovationbe strengthened, and the cooperation barriers of the coordination mechanism beeliminated. based on these five aspects, an independent innovation cooperativemechanism between Hefei and the cities of the Yangtze river delta.
