County system originated in the spring and autumn period, be popular in the warring statesperiod, be the custom in qin and han dynasties and continue today. County is the basicadministrative unit and the important foundation of economic and social development. Since thereform and opening, county development has made brilliant achievements. However, there aremany social problems in current county development because of some extreme knowledge,perception of the attention to the development of county economy, neglecting the developmentof the county as a whole.
