Currently cigarette industrial enterprises are facing increasingly fierceinternational competition. In order to coping with this competition, the State TobaccoMonopoly Administration have put forward the major brand development strategycalled "532" and "461". As a production plant of China Tobacco Hunan IndustrialCorporation (CTHIC), Chenzhou Cigarette Factory (CCF) will acquire a certainadvantages between the competition only if it turn into the first-class domesticcigarette production plant, and win for its own survival and developmentopportunities. To this end, CCF have formulated the strategy of enterprisedevelopment, carried out the activities of the modern cigarette manufacturing plantand standard calibration management in depth, accelerated technical transformationand strengthened personnel talent training. Middle managers in an enterprise play animportant management role. If the middle management competency cannot meet thecompetency requirements, the enterprise strategic goals will be difficult to achieve.Therefore, it is necessary to effectively carry out the management of occupationcareer, performance, training, selection, training, employment and so on for middlemanagers.In this paper, we have searched and studied relevant home and abroad referencematerial about the competency model or its application in enterprises, especially thecompetency model for middle managers. Firstly we analyze the basic situation,enterprise culture, development strategy and organizational structure of CCF, and askfor current situation of each middle management positions and their competencymatching to these positions; Secondly, To construct the competence model of middlemanagers, we have done these works:1) the middle manager competence is classified;2) every competence connotation is defined,3) the competence level behavioraldescription and the level standard demand of each position competence are finished.Thirdly, by using the tools of In-Basket, leaderless group discussion and full-circleappraisal, we carry out the competence valuation for middle managers and obtain acompetence report of each middle manager. Finally, according to the actual situationof CCF, we elaborated the application of the competence model in human resourcesmanagement such as training, occupation career planning, performance, selection andso on. It was proved that the competency model was a useful tool which can help anenterprise to identify and supervise the middle managers. By establishing the middlemanagers’ competency model and innovating the management style, the ability andexecutive force of CCF’s middle managers have been enhanced, which effectivelypromote the strategic goals to achieve. The theory and application of the middlemanagers’ competency model in CCF will give a certain reference value for CTHIC orthe China tobacco industry.
