The Research On The Water Conservancy Investment And Financing System Reform Of Hunan Province

Water conservancy as the basic industry of the national economy, not only relates toagricultural production, but also to industrial construction and people’s living. With thedevelopment of China’s economy, the size of the water conservancy construction continues toexpand, tasks are more arduous, which facing the problem that capital investment areinsufficient, investment and financing mechanisms are inadequate, and relevant laws andregulations are not sound serious, which impact on the investment and use of the waterconservancy construction projects. In2011, the Ministry of Water Resources decided to waterconservancy investment and financing system reform,and Hunan was the water reform pilotprovince, to achieve to broaden water conservancy financing channels, to crack waterconservancy investment bottlenecks. Therefore, in-depth study of the subject of the waterconservancy investment and financing system reform, which making Hunan Province becomethe pilot province of the "tranquil rivers, logistical support, beautiful waters, eco-friendly”hasgreat theoretical significance.This dissertation researches on the issues of the water conservancy investment andfinancing system reform of Hunan Province, which using the ideas and methods of the theoryof public goods、the theory of investment and financing system and the theory of theproperty rights system, according to the change of country’s macroeconomic situation andpolicy orientation, drawing investment and financing experience of domestic and foreignwater infrastructure. From four aspects of the investment and financing subject, investmentand financing mode, investment and financing platform and management system to design thereform program, which provides an innovative idea for the water conservancy investment andfinancing system reform of Hunan Province, promotes the establishment of new waterconservancy investment and financing platform, guides market-oriented reforms of the waterconservancy construction, stablishes a new type of investment and financing, promotes thesustainable development of China’s water conservancy.
