China Infrastructure Fiscal Investment And Financing Reform Research

From the beginning of the reform and opening-up policy,china has experience a rapid economic growth on the whole.Our people's living standards have significantly improved,among which,the typical case is the rapid changes in the urban life.This also lead to some problems,in the economic activities,the prominent issue is the inadequate urban infrastructure financial supply.This has also drawn the attention of the academicians for it's increasing influence on the urban development.From the financial perspective,china has relatively backward fiscal investment and financing mode,and it is not playing much role in the infrastructure construction.Fiscal investment and financing refers to the government lead activities which aimed to implement the specific country's specific industry policy the objectives of the economic development.It is based on the government's credit to manage parts of the fiscal funds and some other credit funds.From the international experiences,fiscal investment and financing is the best way to coordinate the high fiscal credit and the efficient operation of the financial investment,which will promote the government's role in the field of resource allocation and the financing in basic industries sectors.Based the previous research,this study is firstly to examined the relevant concepts and theories on the fiscal investment and financing.In the third chapter,this study examined the current situation of the our country's fiscal investment and financing in infrastructure construction,further examined the existing questions,such as restricted investment channel,less investment fund,poor management,low efficient? messy?rough investment and the lack in law regulation.Drawn on the experience from the developed countries like Japan,USA and UK.The fifth chapter comes up with some suggestions on the structural reform on our countries' fiscal investment and financing,studied from the perspectives of expanding the channel and scope of investment,enhancing the risk management,to establish the full-scale performance evaluation index system of capital operation and foster the legal protection on the fiscal investment and financing of infrastructure construction.
