| China is at a critical moment of economic transformation,and my country’s economic growth mode is changing from high-speed to high-quality.Building a high-quality economic system requires a forward-looking strategic vision.Strategic emerging industries take innovation as their core competitiveness and pursue technological breakthroughs to meet development needs.At the same time,strategic emerging industries have a certain strategic forward-looking and are the core force guiding the high-quality development of the national economy.Therefore,the development of strategic emerging industries and the innovation efficiency of strategic emerging industries have become the key to promoting the development of my country’s economic modernization.China’s strategic emerging industries still have the problems of insufficient innovation capability,low conversion rate of innovation achievements,and lack of core technologies,and the internal mechanism of industrial cluster innovation is still unclear.In 2019,the National Development and Reform Commission announced the list of the first batch of national strategic emerging industry clusters.This paper takes the regions where 66 national strategic emerging industry clusters are located as the research object,and uses the method of combining data envelopment analysis(DEA)and BP neural network to study the innovation efficiency of strategic emerging industry clusters.On the basis of the conclusion,it analyzes and summarizes the factors affecting the innovation efficiency of strategic emerging industry clusters,and puts forward corresponding countermeasures and suggestions.The main research conclusions of this paper:(1)From 2011 to 2020,there are 8 years of scale efficiency greater than pure technical efficiency.Overall,the overall efficiency is mainly driven by the scale efficiency,and the pure technical efficiency has not been greatly improved.It can be seen that the low pure technical efficiency is an important reason for hindering the innovation and development of my country’s strategic emerging industrial clusters.(2)The total factor productivity of strategic emerging industrial clusters in my country’s provinces(municipalities and autonomous regions)shows an overall growth trend,with an average growth rate of 2.8%.The biggest factor limiting the growth of total factor productivity is technological progress.(3)The error between the results of the BP neural network efficiency model and the DEA model is small.The results of the neural network efficiency evaluation model show that overall,the innovation efficiency of my country’s strategic emerging industry clusters is good,but it is particularly noteworthy that Shanghai and other Innovation efficiency is lower in large cities. |
