Research Of The Evaluation For Technology Innovation Efficiency Basing On Data Envelopment Analysis

On the market economy, technology innovation plays more and more important role in the development of regional economy. However, a region should first pay great attention to technology innovation efficiency while they improve technology innovation ability and increase technology innovation. This paper enters on emphasizing technology innovation efficiency, expatiate its conception and common evaluation method, and explains the DEA theory with great emphasis. Also it applies this method to make an empirical analysis, the result indicates this method not only acts on technology innovation efficiency, but also instructional for the enterprise' supervisors to adopt important decisions.This paper first introduces the influencing factors and evaluation methods of technology innovation, emphasizes the DEA specially. According to the non-Archimedes infinitely small C~2R model, coupling with the peculiarity of technology innovation in inputting and outputting, constructs the 11 inputting index and 8 outputting index system and evaluation model of technology innovation by using the SPSS R-Type cluster Analysis. After doing that the paper collects and collates the index data of Heilongjiang province in the year 1996-2004, and do assignments of index weights by using the Principle Component Factor Analysis, then calculate technology innovation efficiency of Heilongjiang province.Through research, this paper has got several conclusions below:(1) The evaluation results show that the technology innovation of 1999 and 2002 are relatively valid.(2) Just looking at the amount input or output, some probable have an advantage, but after considering all the input and output conditions, the relative efficiency may a little lower, such as the year 2004.(3) The absolute value of technology innovation efficiency evaluating by DEA model will varies with the variation of the choosing of input and output indexes. However, those locate at the frontier production-have the best efficiencies-always vary little; So do the years having the worst efficiencies; Those years locate in the middle, especially the years have similar efficiency value, the compositor of technology innovation efficiency will change a lot.
