| Since the1990s, on behalf of Western companies in the implementation of "return to the main business, strengthen the core business" background, outsourcing as a strategic tool for new and emerging business models, domestic and foreign companies in recent years been widely adopted as corporate strategy transformation of an important way. Since entering the21st century, with the steady progress of China’s economic reform and rapid development of export-oriented economy, many of our enterprises, especially state-owned enterprises generally adopt outsourcing mode of operation of these emerging economies, rational use of external resources, improve the enterprise’s core competitiveness, and constantly optimize the economic structure, increasing size, the strength gradually increased, a strong impetus to China’s rapid economic and social development. Former World Bank Senior Vice President Professor Lin Yifo May2013Fortune Global Forum in Chengdu, stressed that "fully affirmed the achievements of our business development, we must also soberly aware that large state-owned enterprise group "big but not strong1lack of core competitiveness force, private enterprise group because path dependence’ rich, but three generations’ problems have not been fundamentally resolved."It is based on this background, this paper systematically studied the project-based outsourcing management of Chinese enterprises to enhance the core competitiveness and creating problems, and the impact of China’s telecommunications industry, relatively large empirical analysis GDDX company, for example, to explore the outsourcing of project management strategies optimization measures.To enhance the scientific nature of this study, systematic and countermeasures designed operability, this paper mainly uses in the study of literature analysis, empirical analysis and comparative analysis, three methods were studied. This article as a whole consists of four parts, the first part is an introduction, the main explanation of the background and significance of this study, literature review and research methodology, which is the premise of this study. The second part is based on the concepts and theories, namely outsourcing project management theories, the focus on outsourcing, project management, and project outsourcing management theories of meaning are discussed, which is the theoretical foundation. The third part is the case as empirical research, elaborated with GDDX as the representative of Chinese enterprises Institute or organization outsourcing project status, problems, outsourcing, process and risk analysis, etc., is one of the focuses of this study. The fourth part is the research results of the project are in various stages of the outsourced process on the basis of risk analysis, presented in GDDX represented outside academy of outsourcing management optimization measures.
