Since thirty years of reform and opening up, the income gap between urban and rural residents in China has experienced the development process of shrinking, expanding, reducing, accelerate again expanded. Initial stage of reforming and opening, urban residents per capita disposable income is343.4yuan, is2.57times the per capita net income of rural133.6. With the implementation and the country greatly the rural household contract responsibility system to improve the purchasing price of farm and sideline products, and gradually narrowing the income gap, in1983reduced to1.82:1. However, since1985, the gap began to gradually expand, to1994, the ratio of expanded to1.861:1, three years after the gap narrowed slightly in1997, but after the gap is widening again, as at the end of2009, the income gap between urban and rural residents in China has reached3.33times. According to the2011Chinese Academy of Social Sciences, city development and Environmental Research Institute released the " China city development report No.4focus on people’s livelihood " display, at present China’s urban and rural income gap ratio is3.23:1, become one of the countries in the world the biggest urban-rural income gap. Overall, China’s urban-rural income gap is widening, and produced " the rich get richer and the poor poorer, Matthew effect ". Urban and rural residents’ income and living standards have been greatly improved, but at the same time, the income distribution gap between urban and rural residents is expanding.Western Sichuan Province as a major agricultural province, with the rapid development of the second, three industries at the same time, agricultural development is relatively slow, the income gap between urban and rural residents continued to expand. Compared with urban residents, regardless of income or income relative differences in the absolute difference of rural residents, and has the very big disparity. In2007June, Chengdu as a national coordinating urban and rural comprehensive reform pilot area, with priority pilot in system innovation and independent exploration greater initiative. In order to effectively promote the coordinated development of urban and rural economy, should start from the research of income gap between urban and rural areas.
