Project schedule management is the important content of Project Managementtheoretical system. Many factors can affect the success or failure of the project, suchas organization structure, costs, risks, schedule and so on. The project schedule is themost intuitive factor and it is most likely to attract attention. Project schedulemanagement will implement the project from beginning to end, and it will impact onthe project costs and risks in the final. So project schedule management is the soul ofthe project management.Orientpay TV finance project is an important part of the construction ofShanghai network convergence and Next Generation Broadcasting Network(NGB).The project includes TV payment platform and TV financial platform. After thecompletion of the project, the users of Shanghai Digital TV can pay the utility billsand do TV shopping with Digital TV card and bank card through TV. Users can enjoythe TV financial services provided by number of banks and securities copanies.Because of the Poor project management during the early implementation, theoverall progress of TV financial project of Orientpay was behind schedule. Afterdescribing the project as a whole and analyzing the reasons for the project delay, thispaper tries to change the status of the project behind schedule by developing andimplementing scientific and rational project schedule plan upon project schedulemanagement theory.While developing and implementing the project schedule plan, this papermanage the project following five project time management processes: Activitydefinition, Activity sequencing, Estimation of resources and duration, developschedule and control schedule. Critical Path Method(CPM) is applied to find thecritical path and critical activity when developing and controlling the schedule plan.Through optimizing the allocation of resources, improving workflow and optimizing critical activity duration, the critical path time is shortened, a great deal of projecttime is saved and the project is completed within the specified timeOnly scientific plan is not enough, with the guarantee of the form of organizationstructure, management systems, workflow, and resource allocation, to guarantee theimplementation of the plan, plan is feasible and practical.In order to ensure thesmooth implementation of the project schedule, some other supporting measures aretaken. The company establishes a cross-departmental project managementorganization, and defines the responsibilities of the organization. In order to ensurethe project resources and control resource wasting, the basic unit project activites inthe project are managed strictly. The PDCA dynamic project control model is appliedto implement project management system, control the project progress real-timely,and adjust the schedule according to the latest progress. Project success is not just in aspecified time to complete the project, it also need to ensure the quality of projectdeliverables. In order to guarantee the deliverables of the project to meet the projectrequirements, the quality control system should be established.Through the implementation of the TV finance project, Orientpay has acquired agreat deal of harvest. With the application of project management theory to TVfinancial project of Orientpay, the successful completion of the project isguaranteed and an effective project management system for the company isestablished also. Based on the study and practice of project schedule managementsummary, it is hoped to provide as a reference and help for other similar softwareprojects.
