Research Based On The Cases Of Balancing Urban And Rural Basic Pension Insurance In Chengdu City

China entered aging society in2000, which means the proportion of the retired takein social total population is escalating, protruding the pension issue. As a major methodto solve the social pension problem, the basic pension insurance hasn’t beenstrengthened and perfected for a long period time due to the reasons includinghousehold, the imbalanced economic development between urban and rural areas.Hence, it has become a pressing matter of the moment to establish and sound thesocial-wide basic pension insurance. This dissertation sorted and analyzed the relevantissues towards establishing and perfecting basic pension insurance, along with theresearch based on the cases of the practice of balancing urban and rural basic pensioninsurance in Chengdu City. Through the researches from three perspectives of view, asin system interface, pension fund balance and changes in the function of government,this thesis aims at raising the fallacies of the practice of balancing urban and ruralpension insurance and proposing relevant countermeasures and outlook.This thesis establishes the analysis of balancing urban and rural pension insuranceby case analysis method, sorting out the historical process of it in Chengdu City,meanwhile, this thesis also gives comments on the balancing urban and rural pensioninsurance issue and raises fallacies and countermeasures from public administrationperspective by doing relevant analysis and research, in the expectation of providingreference value of the practice of balancing urban of rural pension insurance in ChengduCity, or nationwide.This dissertation consists of five parts: the first part aims at proposing researchproject, including the background of balancing urban and rural basic pension insurance,research methods and research meaning, along with the typical analysis of Chengdu asresearch object. The second part define the relevant concepts in this thesis, proposingthe relevant theories and basic principles. The third part will depict the case ofbalancing urban and rural basic pension insurance in Chengdu City, filing out thebackground, historic process, initial results, also, it will also show the purpose, corecontent and status quo of this case. The fourth part will establish analysis and researchon the case by proposing system interface, pension fund balance and changes in thefunction of government, along with the relevant evaluation. The fifth part will summarize this case, raising the fallacies of the practice of balancing urban and ruralbasic pension insurance in Chengdu and their countermeasures, it’ll also give theoutlook of the case.
