During the next National Twelfth Five-Year Plan period, it is the key period ofall-round rejuvenation for liaoning old industrial base and the key period of economicstructure transformation. How to grab and make good use of the significant period ofstrategic opportunities, and how to create a new situation of scientific development isthe main problem nowly facing for liaoning province. Improving energy efficiencyand the level of industrial structure is the two main goals of the energy and economicdevelopment, and is an important channel of promoting the economic developmentmodel from extensive to intensive, from high energy consumption type to highresource saving type.Based on the present situation analysis and evaluation of energy efficiency andindustrial structure development in liaoning province, this paper furtherly studies thequantity and spatial relationship of them. In the energy efficiency evaluation, selectingall elements energy efficiency and energy utilization efficiency mixing it and theenergy intensity as the evaluation index, at the same time, it makes analysis about thespatial patterns and the environmental factors on the influence of the energyefficiency. In the industrial structure grade level evaluation, with the general industrialstructure grade index for regional difference analysis.Through the analysis andevaluation of this part, on the basis of the overall assurance to energy efficiency andindustrial structure grade development in liaoning province, it analyses therelationship between them.In the analysis of the relationship between energy efficiency and industrialstructure, this paper mainly adopts the empirical analysis, using factor decompositionmodel、VAR model and spatial coupling model for this research. Some conclusionscan be drawn as follows: the regional energy efficiency differentiation of14cities inLiaoning is great. Shenyang、Dalian、Anshan、Benxi form the production frontiers ofenergy efficiency, and the areas which belong to high energy consumption areamainly concentrate in the northwest region and heavy industry cities Fushun andBenxi. The dinuclear structure characteristics of economic development and transitnetwork layout have an affect on the spatial patterns of energy efficiency. The citieswhich belong to high industrial structure grade level area mainly concentrate in thesoutheast region. Industrial upgrading is the key to cause the regional differentiationof energy efficiency. In the end, the article puts forward the countermeasures:accelerating low carbon society construction and ecological civilization construction,actively developing renewable energy to adjust energy consumption structure,supporting strategic emerging industry, harmonizing development in the district andfinally realizing sustainable development of the energy and economy.
