The Context Of Energy Saving Adjustment Of Industrial Structure In Shanxi Province

Structure is the core and foundation of the national economic structure. With the industrialization and urbanization process of rapid development, energy supply and demand situation of conflict and environmental pollution have became more and more serious.In order to ease the energy constraint, protect economic security and alleviate pressure on the environment, energy conservation has became extremely urgent, and the task of structure restructuring also has became more urgent and arduous.Shanxi is one of the largest coal production and an important energy and heavy chemical industry base, so the protection of security of energy has a pivotal position.However, because of the heavy industrial structure and extensive mode of production, energy consumption per unit of output intensity and pollution emission intensity have became an important constraint factors in the development of economic and social.Therefore, the transformation of economic growth, adjusting the industrial structure and promoting energy conservation and emission reduction have showed more urgent. Because the energy intensity per unit of output in the three industrial is obviously diffeent, so adjusting the industrial structure is very important in energy conservation.In this paper, energy saving industrial structure and the theory as a starting point, in the national energy policy environment constraints to Shanxi Province as the research object of the ways to achieve energy conservation, the article is divided into four parts:The first part, Introduction, introduces the research background and significance of thesis,purpose and content of research ideas and research methods.The second part introduces the theory of industrial structure changing and energy conservation theory, this section sets out relevant researches, analyzes the industrial structure changes on energy saving and emissions reduction and energy conservation and emission reduction that the Government's leading role in industrial restructuring. The third part, empirical analysis of Shanxi Province, the status of the industrial structure and energy consumption, this part is the focus of this paper. First, from the three industries in Shanxi Province, three industrial energy consumption, the industry's contribution to energy saving in terms of industrial structure on the state of Shanxi multi-level multi-perspective analysis; then use comparative analysis to the advanced provinces in the frame of reference analyzes the energy efficiency gap between the three industries in Shanxi and key energy industry energy efficiency standard, that industrial development in Shanxi Province problems that the proportion of three industries unreasonable, heavy industry, the status of performance for the second prominent Insufficient development of new industries, the ratio imbalance;third small scale industrial development, low level, slow growth, this situation will affect the effectiveness of Shanxi to achieve energy saving.The forth part, policy recommendations.This part is in the industrial structure and the three industries of Shanxi status of energy saving based on the analysis put forward industrial restructuring and the promotion of energy conservation policy recommendations.First analyzes the industrial restructuring measures,that the second to adjust and optimize industrial structure;vigorously develop the tertiary industry; cultivating new pillar industries.Second, Shanxi Province, to promote energy conservation and emission reduction made policy recommendations,specifically to do: improve the energy efficiency energy saving system, supporting policies and regulations and management practices;establishment of energy statistics system.Constantly improve the monitoring and evaluation of a sound evaluation system rewards and penalties;established dominant position of enterprise and energy exploration under the conditions of excess capacity, "waste energy" using the new model;finally to actively promote low carbon economies in transition.In the new context of developing of low-carbon economy and promoting energy conservation, studying energy saving and the adjustment of industrial structure and future trends in Shanxi Province, which is not only important to protect China's energy security, but also has important practical reference value for other domestic coal province.
