A Study On Problem Of Quanzhou Peasant Laborer’s Housing Security

In recent years, the housing prices and rents of China rose sharply, and thehousing problem of migrant workers become more and more serious. There are manyprivate enterprises in Quanzhou area. Every year a large number of migrant workersarrive in Quanzhou. How they lived in the Quanzhou area. What are the problems ofthe housing security to migrant workers? How to build a set of effective housingsecurity system to better attract and retain migrant workers, there is vital significancein the current local labor shortage situation.Based on the related literatures of migrant workers and housing security, first,the residential status of migrant workers in Quanzhou area was investigated. It isfound that migrant workers have the following problems: the majority of migrantworkers can not purchase house due to low income. So most of them must rent ahouse or live in company dormitories. The accommodation and protection conditionare poor in the place of them live. It also draws lesson from the experience of solvingthe housing problems of migrant workers in domestic developed provinces, and getsthe following enlightenment: the local government should play a key role in thehousing security system for migrant workers, and strive to develop of public rentalhousing and low-cost housing. The Government should encourage companies toconstruct staff quarters through preferential policies, and establish a multi-level,multi channel housing security system. The construction of housing related laws andregulations should be enhanced to ensure the smooth implementation of housingsecurity system. The effective housing security information system and low-incomehousing exit mechanism should be established.Finally, based on the economic and social development of Quanzhou, theincome of migrant workers, the housing needs of migrant workers and promoting themigrant workers accelerated into the city, this article explores the basic framework ofmigrant workers housing security system in Quanzhou area and key points of the policy. There are the following aspects: basic principles, breaking the institutionalobstacles, creating more platform and channels, improving the income of migrantworkers, enhancement the consciousness right of migrant workers, improving thehousing information system and management mechanism of low-income housing.The Quanzhou regional government is responsible for housing security of migrantworkers, It must build a multi-level housing security system for migrant workers,improve the entry and exit mechanism, build multi-channel fund sources. Doing thehousing security of migrant workers can further improve the social security systemof migrant workers, and promote the sustainable economy and society developmentof Quanzhou.
