The Study On The Financial Support For County Economic Development In Fujian Province

The county economy in the overall economic development of Fujian province has play a decisive role in the strategic position of Fujian is an important foundation, scientific development, leapfrog development support and growth point, is the key link, promote the coordinated development of urban and rural areas. The provincial financial department as an important department of the provincial government of macroeconomic regulation, is an important material basis, to perform the functions of policy tools, support and safeguard should play active and important in the development of county economy. In recent years, with the strong support of the provincial finance, the county economic development in Fujian province has made remarkable achievements, but also there are many problems. How to handle the relationship between the finance and the county economic development, function and role of Finance in the development of county economy, is an important strategy to promote the province’s county economy fast, healthy development. This paper studies Fujian provincial finance in a supporting role and effect in the development of county economy of Fujian Province, tries to analyze the financial support for county economic development policy and practice experience, summed up the provincial financial support effect, review the shortcomings, and put forward the corresponding countermeasures accordingly, to have a certain theoretical and practical significance to guide the Fujian province finance support the development of county economy. The paper thinks, in the background of national support for the development of county economy, Fujian province through a series of financial support policy implementation, given the development of county economy in order to promote more effective, the county’s economic development has made remarkable achievements, but there are still some deficiencies, mainly the county economy is still relatively small scale, the problem of uneven development are still prominent, the industrial transformation and upgrading is not fast, homogenization phenomenon obviously, county development foundation. The emergence of these problems, investigate its reason, mainly is financial support is not big enough, the tax system, fiscal transfer payment system is not perfect, the support means is not scientific, the management level lag reason. Therefore, the paper thinks, should adhere to the "people-oriented, sustainable, equitable development, hierarchy, system" principle, increase financial support for county economic development efforts, focus should be continued to grow the provincial financial resources, improve the property rights; improve the system of transfer payments, the public service ability of county level financial support of County Industrial Development; classification strengthen the county, based, agriculture, urbanization work in support of efforts to increase financial support, scientific; strengthen the management of the operation, improve the efficiency of financial funds.
