In the age of knowledge-based economy, inter-organization learning is very important to maintain a high degree of flexibility and improve competitiveness among enterprises. As small and medium-sized manufacturing enterprises, because enterprises in one supply chain have similar goals and close business relations, they can easily develop inter-organization learning with other enterprises in supply chain, and then, promote the innovation ability. In this paper, we based on inter-organizational learning theory, resource-based theory, and value chain theory, and inter-organization learning, innovation as the basic elements of the study, from enterprise perspective, to build an inter-organizational learning theoretic model during the supply chain. Then we discuss the elements themselves and the mechanism of the interaction of elements.First, we reviews of the existing literature of inter-organization learning, innovation, supply chain, then defines the elements.Secondly, build the theoretical model of learning, innovation, and performance. Then propose assumptions of these elements. Test results are discussed and further clarified for future study.At the end, based the analysis on a sample of198Chinese small and medium-sized manufacturing enterprises, the results show that inter-organization learning in supply chain positively influences manufacturers’a exploitation-and exploration-based innovations, and firm’s performance is influenced by exploitation-and exploration-based innovations. Test results are discussed and further clarified for future study.
