| In recent years, the economic development of China is in a very crucial historic periodwith the dual background that the international economic situation is in constant turmoil andthe economy of China is also in the transformation and upgrading process. The18th CPCNational Congress clearly proposed to raise the investment on science and technology, andpromote economic growth through independent innovation, which has urged many scholars tostart paying attention to Sci-tech Finance. At present, the boom of Sci-tech Finance research isjust emerging, and people’s understanding of it is not deep enough.Sci-tech Finance mainly means that finance plays a supportive role in science andtechnology. Aiming at promoting the industrialization of sci-tech innovation and thedevelopment of sci-tech-oriented enterprises, it is a generic term of systematic financialservice offered by main subjects of financial resources to the related innovative subjects. TheSci-tech Financial System consists of six parts. They are respectively Sci-tech Financialresources, sci-tech loan, sci-tech insurance, capital market of sci-tech, entrepreneurial riskinvestment and external environmental support.As one of the representative cities of the Yangtze River Delta, Wuxi is the economicdevelopment model of China’s30years of reform and opening up, and is also an economichub in the eastern region of our country. The reasons for Wuxi to develop Sci-tech Finance arevarious: First, Wuxi has strong economic strength and solid scientific foundation, which aregood bases of developing Sci-tech Finance; second, the development of Sci-tech Finance isneeded in the economic transformation and upgrading of Wuxi; finally, the scarcity of naturalresources and the continuous deterioration of environmental problems in Wuxi require it todevelop Sci-tech Finance.As the first sci-tech finance innovation and development pilot in Jiangsu province, Wuxihas initially established a set of relatively complete system of sci-tech finance, whichpromotes the development of some scientific and technological enterprises to some extent.However, a number of problems still exist in the development of Sci-tech Finance in Wuxi:First, each sector has not attached great importance to Sci-tech Finance in perception; second,financial support for Sci-tech development is still not strong; third, support for sci-techenterprises in the seed and initial stage is in shortage; fourth, the construction of Sci-techFinance environment should be promoted.To solve the existing problem of Wuxi Sci-tech Finance: Firstly, we should change ourconcepts, and set up a correct concept of Sci-tech Finance; secondly, we should perfect theloan mechanism of science and technology, and reinforce technological innovation; thirdly,we should guide the social capital to join in, so as to enrich the composition of Sci-tech Finance; besides, we should strengthen the support to start-ups and perfect the system ofSci-tech Finance; finally, we should perfect the service platform and accelerate theconstruction of Sci-tech Finance environment.The research on the condition of Sci-tech Finance in Wuxi plays a significant role inpromoting regional development, changing economic growth pattern and acceleratingindustrial optimization and upgrading. |
