| In January 2016,general secretary Xi Jinping inspected Chongqing and claimed that “the innovation has to be firmly grasped in hands and to be developed well”.In March 2016,premier Li Keqiang attended the 12 th session of the NPC Chongqing delegation and pointed out that “I hope Chongqing to be on the top on the innovation in the central and western regions,and play an important role in Yangtze River Economic Zone by making the Yangtze dragon dancing up”.In order to implement the important speech of general secretary Xi Jinping and premier Li Keqiang about Chongqing,Chongqing decided to establish the National Independent Innovation Demonstration Area based on the core area of Chongqing High-Tech Zone and Liangjiang New Area.On the same year of July 19,the State Council formally agreed that Chongqing High-Tech Zone to build the National Independent Innovation Demonstration Area,since then China's 17 th,the Western's second National Independent Innovation Demonstration Area is born.Being the National Independent Innovation Demonstration Area is an affirmation to Chongqing's prospect,and it's a great opportunity for Chongqing's high-speed developing.Therefore,Chongqing has to grasp the important opportunity firmly and to speed up the pace of its construction in accordance with the State Council on the National Independent Innovation Demonstration Area of the request.In promoting the National Independent Demonstration Area's strategy,the State Council supplies six policies support to the National Independent Demonstration Zone,and one of which is to deepen the sci-tech finance reform.Under the guidance of this policy,the National Independent Innovation Demonstration Areas try their best to deepen the sci-tech finance reform,and influence the surrounding area by making an example.Chongqing High-Tech Zone has to consider the reality while deepening the sci-tech finance reform,and to find a proper road to develop Chongqing High-Tech Zone's sci-tech finance.In addition,by making the technology and finance to be in a close combination,the technology can promote the finance when the finance can promote the technology,and it can provide some reference and inspiration to other area's development on sci-tech finance.In this paper,Chongqing High-Tech Zone is the object of this study.From the perspective of deepening sci-tech finance and under the support of sci-tech finance theory,this paper makes a research on how to deepen the sci-tech finance whenChongqing High-Tech Zone to be agreed to establish the National Independent Innovation Demonstration Area.This study uses the method of literature review method,case study and comparative analysis.The first part clarifies the developing progress and meaning of sci-tech finance.The second part analyzes the general situation of Chongqing High-Tech Zone on the perspective of basic situation and the economic foundation,and summarizes the advantages of Chongqing High-Tech Zone on sci-tech finance.The third part elaborates Chongqing High-Tech Zone's existing measures and problems on sci-tech finance.The fourth part summarizes the practical experience of deepening sci-tech finance reform of Beijing Zhongguancun,Wuhan Donghu and Shanghai Zhangjiang which are the earliest three National Independent Innovation Demonstration Areas approved by the State Council.On the basis of the previous research,the fifth part gives some suggestions on deepening the sci-tech finance of Chongqing High-Tech Zone while combines with the reality of Chongqing High-Tech Zone.By doing this research,this paper tries to explore a new path for the sci-tech finance reform of Chongqing High-Tech Zone and to deepen the theoretical research on the sci-tech reform of the National Independent Innovation Demonstration Area. |
