Leadership is the core competitiveness of any enterprise. In the numerous factors which decide the enterprise grows well or not. the factor of leadership is a dominated factor, which plays a decisive role. The capability of a leader directly influences the enterprise’s scale and future. Especially in the era of surging vigorously globalization wave, the current market environment vary from minute to minute, any enterprises who want to keep its invincible in the competition and gain high performance growth must to enhance its leadership. However, traditional training methods can not meet the requirement of changing leadership development. The emergence of action learning has injected new life and vigor to leadership training. The influential role in improving the organizational and personal development is increasingly been recognized by enterprises. Most of top500enterprises in the world also adopt action learning to develop and enhance leadership:as a result it effectively promoted the company’s strategy execution and leadership development.The action learning for promoting leadership studied in this article is one of the hot topics on leadership training at present. This paper is based on action learning and related leadership theory, through the empirical case study of the applications of action learning to enhance leadership in Yunnan Honghe Tobacco Company, and then further analysis of the action learning on the promotion of tobacco enterprise leadership effectiveness. On this basis, the conditions and values of the implementation of action learning to enhance leadership in other companies which in the same tobacco industry are analyzed and. evaluated, the problems and difficulties that may exist are analyzed, and also put forward some countermeasures and suggestions. This paper through theoretical research, empirical analysis and research interviews to reveal the significant effect of action learning in improve employee engagement, enhance managers" capacity and performance, and promote organizational development of tobacco business enterprises. It explored and provided a feasible path for other tobacco companies within the industry and even domestic enterprises to promote leadership development scientific and efficiently, it also provide a reference to certain extent.
