Research On Improving The Regulatory Countermeasures Of The Liquor Circulation In Liaoning Province

Liquor is the high risk, high taxes, high special goods. The development of liquor circulation industry is related to national economy and people’s livelihood, and it has important significance to ensure the safety of food, meet diversified consumer demand and promote the harmonious development of society. Since the establishment of the nation, especially since the reform and opening-up policy, profound changes have taken place in our country liquor circulation industry, and made substantial progress. The scale of industry is continue expanding, the level of modernization rise steadily, and the economic and social benefits show out constantly. At the same time, liquor circulation industry in our country also faces many problems which demand prompting solution, for example, the unified national liquor legislation is absent, liquor enterprises’characteristics are "small, weak, scattered, many, varied", industry still have the low level of organized and intensification; the use of modern information technology and the new model of circulation are insufficiency, the level of operation and management need to be improved; the counterfeit phenomenon still happens despite repeated prohibitions, the order of circulation market needs to be regulated and so on.Based on the literature review, this paper describes the conception and the scope of regulatory of liquor circulation, analyzes the status quo of the regulatory of the liquor circulation in Liaoning Province, explores the problems of the liquor circulation regulation in Liaoning province which the market access control is lax, circulation regulation is lack systematicness, liquor business conduct regulation is not scientific, investigate all kinds of illegal business behavior is not standard, and analyze the causes of this problems. Put forward countermeasures and suggestions of the liquor circulation regulation in Liaoning Province aiming at the existing problems, and the feasibility analysis is be conducted. In the end, the paper build a feasible safeguard mechanism aiming the suggestions which be putted out.For the main problems currently exist in Liaoning Provincial liquor circulation, in this paper I proposed and analyzed the regulatory scheme from the theoretical and practical aspects of its feasibility. Finally give some suggestion on how to a) regulating the flow of liquor regulation in Liaoning Province, b) make specifically to promote third-party oversight to improve the legal system, c) strengthen supervision mechanisms, d) build training mechanisms to promote alcoholic beverages, e) prove the development of electronic countermeasures platform to provide effective protection.
