To China such a large population, the liquor food safety to maintain social stability and economic development has a very important significance. Liquor industry, in recent years, the liquor food safety incidents occurred frequently, seriously affecting the people’s health and sustained rapid development of the national economy, Moreover, the liquor food safety problem has shown new features, especially large enterprises(such as alcoholic liquor, Wuliangye) frequently become food safety incidents, Shows that China’s liquor production process, the liquor technology regulation system and system design flaws, the liquor production safety for more effective supervision has become an urgent task.Traditional views, Technical regulation measures for liquor making by government, through affecting the technical efficiency of liquor companies, promoting technical regulation measures to practical application, so as to ensure the safety of liquor production.The government doesn’t have a positive effect on the safety of liquor production. If the government has a greater impact on the technical efficiency of the liquor industry, the government can strengthen the technical regulation of liquor, to promote enterprises to strictly implement the technical standards, so as to play the role of security.. So, whether the technical regulations of government liquor has a deep impact on the technical efficiency of liquor industry? How the government should raise the level of liquor making technology? With the data of China liquor industry 2000-2012 years, by using cluster analysis and DEA-Tobit model method, empirical analyzing of the impact of food safety regulation on technical efficiency of China’s liquor industry. The results show, there is not a significant correlation between technical efficiency of the liquor industry and food safety regulations, this is due to the low level of technical application of the technology regulation in Liquor Making. And liquor technology to apply the regulation level of lower reason lies in three aspects: one is liquor technical standards are not unified, government regulation and corporate executive difficulties; second is the imperfect of government regulation, namely government "re approval, light regulation" mode makes the technical regulation of liquor, after the link was ignored; three is the regulation mechanism of dispersion and government regulation of liquor production still exist long unreasonable management mode.The key to enhance the application of government liquor technology regulation lies in the government regulatory authorities to form a real-time, comprehensive monitoring of liquor companies, so that the whole process of government regulation covering liquor production. List management model of the contents of the pre access, link the negative list of things, after the power of the regulatory aspects of the list. Negative list reflected in the unified liquor production of technical standards and regulations, resolve difficulties and the execution of the government and enterprises, enable the government to relax regulation in the prior session, to concentrate resources to the matter, after the regulation.
