Western Less Developed Areas Rural Minimum Living Security Research Questions

As a social policy which was builded only seven yearsonly seven yeaven yeapolicy which was builded only seven yeaoped west areaimplementation strategy transplanted from city is or not adapted rural circumstances. This paper is used mixing paths methods (quantitative research-questionnaire survey, qualitative research-Semi-structured interviews),pay close attention to countryside substance allowance questions about undeveloped west areas, meanwhile bring forward some research measures. Because of funds and ability restrictions, this study choose Gansu Qing Yang as a representative case, issuance of two hundred questionnaires in seven country, and recollect all, one hundred and ninety six which is effective. The investigators visited person in charge of rural substance allowance, four counties rural substance allowance, six villages and towns, based on those investigations to propose the research conclusions.The conclusions include three points:first is rural substance allowance institution exist executive problem; Second is ensuring funds desperate lack, especially in undeveloped west area; Third local government organization management exist problems. Based on those questions, the research to propose two measures from inside and outside. Inside we propose three suggestions:economic aspect take actions that suit local circumstances about low income people, do the work well which have to sift through the application forms very carefully, definite substance allowance criterion reasonable, adapted to undeveloped area development, check and ratify family income scientifically, to prevent wrong and missing low income people;Institution aspect complete legal construction, combine with anther aid-to-the-poor policy; Concept side, enhance low income farmers participation and consciousness, arouse social resource, introduce social work and organizations. Outside we also conclude three suggestions:first building rural substance allowance information networking service; Second establish rural dynamic quit machinability; Third, establish perfect expert team foundation of rural substance allowance.
