The problem of circulation of farmland in the countryside has always been the widely concerned issue. Many disciplines have been made several on it such as economics and law. And most of them made researches mainly in the macroscopic aspect of Farmland of Property System, Laws and Regulations, The Land Acquisition of The Rural Collective Land. But there is less study on transfer process and behavior logic of behavioral agent in microcosmic aspect, especially in underdeveloped areas. The author believes that the two urban has different customs and habits and the influence of foreign culture; they would make different impacts on the farmland circulation and the level of economic development. The farmers circulation behavior are depending on type of the social capital their owed. So according to the in-depth and sample survey, we choose a traditional community--F village, the south of AnHui Province find the farmland circulation situation and the influencing factors in the process of circulation.Based on the data analysis of50questionnaires and depth interview outline, under the guidance of the social capital theory, the author firstly to carry on the literature review on the home and abroad theories about the transfer of farmland and defining the core concepts. Secondly, the author summarized the situations of the Economic Development, Customs and Habits and Interpersonal Communication patterns in F village.Then, under the analysis of the questionnaire and interview outline, the author summarizes the local agricultural land transfer overview and the status as following aspects:The size of the local agricultural land transfer is smaller and its circulation time is short. The circulation mostly takes an oral agreement, and because the transfer process is not standardized, conflicts occur. The circulation object confines in the interaction circle and the circulation form is single. Accordingly, the author made a conclusion that rural agricultural land transfer process of representative undeveloped areas is uncertain. Finally, the author uses social capital theory from the micro, mesa and macro to understand and analyze the positive and negative function, particularly its negative features, in the process of farmers’ rights of using transfer land of underdeveloped regions.So the author conclude that, firstly, the lack of necessary farmland circulation trade intermediary, Developing regions Circulation of information dissemination rely on word of mouth in interpersonal interaction, the stability and accuracy of information is weak, virtually increased transaction costs. Secondly, in the traditional rural communities, in order to protect the interests of the local residents, the community limited the scope of farmland circulation, which limited development of the area of farmland circulation space. The most is free Dai geng so that it limits profound development of the local farmland circulation.Thirdly, in the developing areas, the local farmers’ ability of turn to an job is weak. So their didn’t have the power to circulation the farmland. Fifthly, the imperfect of social security system worry the farmers more, they will not give up the right of Management the farmland until they have enough security. The idea would be limited expansion of local farmland circulation. Based on the above conclusion, we put forward the following Suggestions:The first, improve the comprehensive ability of farmers and change their attitude. Secondly, make full use of the grass-roots government organizations and promote farmland circulation more rationalization.Thirdly, perfect the social policy, protect of farmland circulation environment. With the above conclusion, these suggestion are Proposed in order to make the agriculture more intensive,wider and make resource optimization.
