The widening gap between urban and rural areas has become a discordant note in the process of building socialist harmonious society. The 16th Party Congress put forward the strategic idea of balancing urban and rural development, which requested to unified plan urban&rural and take overall consideration. The difficulty and focus of balancing urban and rural lie in undeveloped areas. Undeveloped areas are backward both in urban and rural, under the constraints of all aspects, how to pioneer a practical path for undeveloped areas is an important issue worth studying. The contradiction of urban and rural in Chongqing is the miniature of contradiction in Chinese urban and rural. The study on the route of balancing urban and rural development in undeveloped areas in Chongqing is similar to study the route of balancing urban and rural development in undeveloped areas in China, which has important theoretical and practical significance to implement the strategy of balancing urban and rural.The first part is an introduction, describing background, significance, contents, technical route, methods and innovation of the research, and defining related concepts. The second part is the oretical reference and literatures review. The theory of urban and rural integration, core-periphery theory, network development of urban and rural theory and growth pole theory provide key enlightenments for the following research. The third part analyzes the path of balancing urban and rural in underdeveloped areas. Based on the characteristics of undeveloped areas, they should take three steps to promote balancing urban and rural. The first step is to promote overall planning throught development, focusing on development. The second step is to promote development throught balancing urban and rural, focusing on overall planning. The third step is the integrated development of urban and rural, focusing on integration. In this process, undeveloped areas should choose development route according to their own status, such as, from urban to rural, from rural to urban, integrated development of urban and rural. The fourth part is about the status and practice analysis on "two wings" areas in Chongqing. From the status and practice analysis, we can find that the conditions to promote balancing urban and rural of "two wings" areas in Chongqing is insufficient, it's very hard to form integrated power of overall planning. Currently, these areas still lie in the stage of promoting overall planning throught development, to solve development problem effectively and to create conditions for overall planning has become important tasks. The fifth part is about route research. The route of balancing urban and rural of"two wings"in Chongqing should lie in hierarchy growth and the development model of network. At present, it lies in"point"development stage, that is to say the stage of development and formation to promote regional central city. Thus,"two wings"areas should promote the process of balancing urban and rural by some concrete measures, such as, developing private economy, increasing inviting investment, developing special industries, innovating capital mechasim, promoting agricultural industrialization, expanding financing channels. The sixth part is the conclusion and outlook. It summarizes the conclusions and results of the full text, and puts forword the contents for further study.
