The Research Of The Management And Control Integration In Gudao Crude Oil Storage Of Oil And Gas Gathering And Transferring General Factory

Gudao crude oil storage is a basic unit affiliated to oil-gas gathering and transferring factory of Sinopec Shengli Oilfield. With the advance of decision that the growth of total employment in Sinopec is zero and rising the production automation level of crude storage, the existing management mode in Gudao crude oil storage have been out of date, and can not adapt to the current production management requirements of technology and equipment. Therefore this article had a study on the mode of the management and control integration, Purpose is to study to build the library control integration scheme, make the management and control integration.The research of this paper is based on the process reengineering theory, the internal control principle and the integration of control-management system. So the paper over-reviewed these theories which would be used to solve the subject later. And then, the paper reviewed the main research results and development status home and abroad of these aspects. Then the dissertation analyzes the conditions of the Storage in internal control-management, using the theory of internal control, finds out nearly all the problems existed in it. And then the paper analyzes the reasons which produced all the problems. The study demonstrates the feasibility of the integration of control-management system, points out that this mode conforms to the current strategy of Shengli Oil Field, the general factory of oil and gas gathering and transferring and Gudao crude oil storage. The PLC automatic control system, equipment, process flow, team culture, staff skills and so on, provide a strong support for this mode of Gudao crude oil storage. So pushing the mode of the management and control integration is feasible. Based on the study of strategic target, design process reengineering, responsibility to define and build management system, incentive mechanism design, the management and control integration design, In combination with the actual production situation, post group, responsibilities, system operation and control process, the incentive mechanism of this mode were structured. Then, this paper proposed the cost, human resource, system, mechanism and implementation of the scheme related guarantee measures.There are three innovation points of this paper. One is using the theory of process reengineering for crude management process; the second is integrated the crude control design scheme; the third is that the paper put forward a credit system to manage and examine the condition that an employee has been trained.
