Study On The Science&Technology Innovation System And Performance Evaluation Of It’s Effect In Tai’an City

Science and technology innovation is an existing motivation in agricultural development, whileTai’an city agricultural economy is facing the double refashion of resource and market, only the innovation of agricultural science and technology can breakthrough the dual constraints of basic outlet. Thus, put the agricultural science and technology innovation in more prominent place, which leads the overall agriculture span, and rapid development of modern agriculture.Science and technology innovation system is the cornerstone of every district, so policy makers have to break the system barriers to reconstruct scientific technological innovation system. How to make more changes to old system and to carry on science and technology innovation, are very important factors to every district agricultural development, especially influence the farmers income, rural prosperity, etc. The new build Tai’an city system should include4branches:a strong foundation of science and technology resources system, Tai’an city science and technology innovation system including the fund support system, science and technology project support system, performance evaluation system, which is a series of system research. My research is focus on science and technology investment amount, investment intensity, investment structure, investment benefit, and problems. On the analysis the data of Tai’an city from2006to2011in order to research investment structure and investment performance assessment with using qualitative and quantitative, combining theoretical research and empirical analysis methods. My work is going to analyze the data of science and technology investment, assess the progress of agricultural science and technology, research the innovation of agricultural high-tech production, study the development of agricultural economy and influences to farmer income that the systems brings.The purpose of this study is to reestablish an effective system of innovation of science and technology through the in-depth analysis of the4branches of Tai’an city science and technology innovation system. Furthermore, Research on performance evaluation of the system’s effect through improving the assessment model timely. On the basis of two aspect of the research, author makes every effort to find the key problems. As so many deep-seated problems be solved, the new build system will make every efforts to increase science and technology input and output efficiency, benefits both the agriculture and farmers a lot.
