Our country is a developing agricultural country, agriculture is the foundation of the national economy, plays an important role in the social and economic development, the agricultural economy is directly related to the virtuous circle of social economy, also is related to the construction of harmonious society and a well-off society. The prosperity of the world economy has never been apart from the economic prosperity of agriculture. So, agriculture used to be, and will continue to be a fundamental impetus of economic growth, The speed of economic development in our country on great extent depends on the status of the agricultural development. Now, our country agricultural development is in a critical historical period, since entering the21st century, the food shortage problem of China is obviously improved, relative ease food security, agricultural productivity level has greatly improved, gradually established market system in agricultural products. But in agricultural ecological environment, the agricultural industry structure, agricultural science and technology contribution in agricultural, international competition ability after China’s accession to the WTO, and agricultural products market system and so on many aspects still exist many problems, the serious influence to the process of agricultural development in China.Agricultural policy sat at the heart of agriculture development factors, so to solve the problem of agricultural development, must find the answer from the choice of agricultural policy arrangement and succession. The development of agriculture is no longer depends on the quantity of land, labor and capital, and mainly depends on improving the efficiency of agricultural production policy arrangement. This paper in the perspective of agricultural policy, from the relations of agricultural development and agricultural policy, combined with the current status of agricultural development in China and facing the new situation, carefully review the historical development of China’s agricultural policy and the process of change, deeply and comprehensive analysis of agricultural policy and the cause of China’s agricultural development lagging, in reference to our country agricultural policy trends, on the basis of the specific content of the agricultural development policy for our country, adjust the direction, and the formulation and implementation of policy and so on, provide the corresponding policy recommendations. I hope it could embody some certain practical significance for the adjustment of the current agricultural policies in China.
