Study On The Optimization Of The Implementation Of Modern Agricultural Science And Technology Policy In Heilongjiang Province

In today's era,the development of the field of agricultural scientific research is advancing rapidly.The level of agricultural engineering technology and the industrialization of science and technology has been significantly improved to a large extent.All countries are aware of the role of science and technology in promoting agriculture and pay more and more attention to the formulation of agricultural science and technology policies.During the 13 th Five Year Plan period,as the decisive stage of building a well-off society in an all-round way,as well as the crucial stage of deepening industrialization and urbanization and promoting agricultural modernization,the agricultural science and technology policies formulated and issued by the state have played a fundamental role in ensuring and promoting the development of modern agriculture.In 2019,the No.1 central document proposed that we should speed up the breakthrough of the key agricultural core technologies,strengthen the innovation driven development,implement the key agricultural core technology tackling action,cultivate a number of agricultural strategic and technological innovation forces,and promote a series of independent innovation in the agricultural field.Innovation is the first driving force of agricultural modernization.We must firmly establish innovative thinking,accelerate the implementation of innovation driven strategy,promote the innovation of agricultural supply and science and technology,focus on the continuous improvement and adjustment of agricultural structure,and increase the support of agricultural science and technology.All countries have generally realized the positive influence of modern agricultural science and technology policy in the process of modern agriculture,so both at home and abroad attach great importance to the formulation and implementation of modern agricultural science and technology policy.According to their own economic level and the development of agricultural science and technology,we should formulate and implement modern agricultural science and technology policies flexibly to meet the needs of modern agricultural development.Based on the above background and the reality of the development of modern agriculture in Heilongjiang Province,this paper combs the modern agricultural science and technology policy of Heilongjiang Province from four aspects: the formulation and implementation evolution of the modern agricultural science and technology policy,the goal of the policy implementation,the main body of the policy implementation,and the tool of the policy implementation.It is found that the implementation of the modern agricultural science and technology policy of Heilongjiang Province focuses on the “goal establishment”rather than the“goal establishment” “results evaluation”,the implementation of agricultural science andtechnology policy focuses on “policy supply ”rather than “demand guidance”,the lack of innovation power of the main body of policy implementation and the lack of supporting guarantee measures for policy implementation.By analyzing the specific causes of these problems,we can learn from the innovation and adjustment of the implementation of modern agricultural science and technology policy at home and abroad,attach importance to the construction of the main body of agricultural science and technology policy implementation,and increase agriculture In order to optimize the modern agricultural science and technology in Heilongjiang province,four suggestions are put forward,which are to improve the evaluation mechanism of agricultural science and technology policy objectives,to clarify the main position of government policies at all levels,to optimize the matching effect of agricultural science and technology policy implementation tools and to improve the implementation mechanism of agricultural science and technology policy policies to promote the modernization of agriculture.
